Adjournment_ CONSENT AGENDA NOVEMBER 26, 1984 The Consent Agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Councilmember, an item can be removed from the Consent Agenda and placed upon the Regular Agenda for debate. ITEM A. Motion Seccnd: Doty /Linke to approve the Novem- ber 13, 1984 minutes as corrected. 5 ayes 0 nays PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA There were no residents requests or comments from the floor. 5 ayes 0 nays Motion /Second: Hankner /Blanchard to approve the second reading and adoption of Ordinance No. 382, an ordinance adopting the 1984 long -term financial plan, and waive the reading. Call to Order by Mayor McCarty at 7:32 PM. 2. Pledge of Allegiance 3. Roll Call 4. Approval of Minutes: November 13, '.984 Motion Carri d 5. Residents Requests and Comments from the Floor Motion /Second: Doty /Linke to approve the consent 6. Approval of agenda, as presented, and waive the reading of the resolutions. Consent Agenda Motion Carried 7. Approval of Ordinance No. 382 Motion Carried Mounds View City Council Regular Meeting Motion /Second: Doty /Linke to approve the adoption of Resolution No. 1835, approving the 1985 capital budget, and waive the reading. 5 ayes 0 nays Motion /Second: Linke /Blanchard to approve the adoption of Resolution No. 1836, authorizing an expenditure of funds of the special projects fund, and waive the reading. 5 ayes 0 nays Motion /Second: Doty /Hankner to approve the adop- tion of Resolution No. 1837, authorizing the transfer of proceeds from the Silver Lake Woods Construction Fund to the general fund for 1985 street maintenance projects, and waive the reading. 5 ayes 0 nays It was agreed to move this item to the next agenda session for discussion. Motion /Second: McCarty /Linke to authorize Staff to enter into a formal contract agreement with Advanced Printing at the rate of $45.00 per page, or total printing costs of $6,840.00 for the printing of the 1985 City Newsletter, with the funds to come from the City's General Fund. 5 ayes 0 nays Motion /Second: Doty /Linke to accept City Project 84 -4 and authorize the final payment and release of the retainage in the amount of $3,447.11. 5 ayes 0 nays Clerk /Administrator Pauley clarified that the remaining $30,000 from the project will go back into the general fund, and he will check on it further for the Council. Consideration to purchase 36 water meters from Water Products of Water Meter Company for a total cost of $1,634.40. Purchase 5 ayes 0 nays Motion /Second: Doty /Blanchard to authorize the purchase of a metal detector, designated for the water department, for $575.00, with the funds to come from account 700 121 -4703. 5 ayes 0 nays Motion Carried Director Thatcher had no report. Attorney Meyers advised no decision had been 18. Report of reached yet on the Greg Johnson case. Attorney Attorney Meyers advised he had met with Mr. Perez and they had worked on the strategy for the placement of the sound meters. He also reported a four engine jet star had been flying over the City last week, and after contacting MAC, they acknowledged the plane was there. Attorney Meyers advised the sign ordinance is still intact, and the parties involved had paid their $300 fine. Councilmember Blanchard had no report. 19. Reports of Councilmembers Councilmember Doty had no report. Councilmember Linke reported he had attended the Ramsey County League Meeting. Councilmember Hankner had no report. Clerk /Administrator Pauley reported complaints 20. Report of had been received that several street lights Clerk /Admini- were out in the Silver Lake Woods area, and strator they have been fixed. Clerk /Administrator Pauley advised the Council of the information he received from the FAA on the recent plane crash at the Anoka County Airport. Motion /Second: Linke /Blanchard to adjourn the 21.
