Adjournment CONSENT AGENDA FEBRUARY 11, 1985 The Consent Agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Councilmember, an item can be removed from the Consent Agenda and placed upon the Regular Agenda for debate. ITEM A. Approve 1985 Salary Structure ITEM B. Approve Resolution No. 1870 Approving Just and Correct Claims Against City Funds The Mounds View City Council was called to order at 1. 7:30 PM on February 11, 1985 by Mayor Linke. The Pledge of Allegiance was said. MEMBERS PRESENT: Councilmembers Blanchard and Quick and Mayor Linke. It was noted that Councilmember Hankner wa3 absent at a meeting. ALSO PRESENT: Attorney Karney, Clerk /Administrator Pauley and Public Works /Community Development director Thatcher. Motion /Second: Blanchard /Quick to approve the minutes 4. Approval of of the January 21, 1985 Human Rights Commission "inutes: meeting as presented. Luman Rights 1 /21 /85 and 3 ayes 0 nays City Council 1/28/85 Motion /Second: Quick /Blanchard to approve the minutes or January 28, 1935 City Council meeting as presented. 3 ayes 0 nays There were no residents requests or comments from the floor. Approval of Consent Agenda Motion Carried Mounds View City Council February 11, 1985 Regular Meeting Page Two Clerk /Administrator Pauley reviewed the proposed amendments to Resolution No. 1160. Motion /Second: Quick /Blanchard to approve Resolution No. 1868, amending Resolution No. 1160 outlining the policy for useage of the City Hall Community Room, and waive the reading of the resolution. 3 ayes Motion /Second: Blanchard /Quick to approve Resolution 8. Consideration of No. 1869, approving the labor agreement between the Resolution No. Metropolitan Area Management Association and I.U.O.E. 1869 Local No. 49, AFL -CIO for calendar years 1985 -1986, and waive the reading of the resolution. 3 ayes 0 nays Motion Carried 0 nays Motion Carried Director Thatcher reported the Planning Commission 9. Report of would like to hire David Licht and Associates Director of formally known as Midwest Planners, to review the Public Works/ comprehensive plan, at a cost not to exceed Community $3,000.00. He advised he will be negotiating with Development Mr. Licht and will keep the Council advised. Director Thatcher reported that Mr. Clyde Merilatt had approached Staff and asked if he could sell a piece of property that is wetlands zoned to someone who would like to build on it. Director Thatcher indicated to Mr. Merilatt that Staff could not gi'-e approval, and he would have to follow the proper channels, and studies would have to be conducted to see if is was feasible to build on that property. Director Thatcher presented an overhead of the property. He stated it is Staff's opinion that the property is a wetland and he would not recommend approval of building on the property. Clerk /Administrator Pauley stated Mr. Merilatt would like the Council to agree to let him proceed without a conditional use permit or appropriate engineering studies. He reviewed the history of the wetlands ordinance with Mr. Merilatt and advised him of the proper procedure to follow. Councilmember Blanchard stated she recalled soil borings T. ze done on that property at one time anu several problems were found. 7. Consideration of Resolution No. 1868 hounds View City Council February 11, 1985 Regular Meeting Page Three It was the concensus of the Council that they would not bypass the proper procedures. Mayor Linke opened the informational meeting at 7:46 PM. Scott Michael Pierson, 2275 Groberg, stated a petition had been presented at the last Council meeting requesting parking be allowed from midnight to 6 AM and asked the status of the situation. Mayor Linke replied the City is sympathetic to the parking problems the apartment residents are having. He explained that three years ago the City agreed to do a similar type of parking arrangement as had been proposed by the apartment residents, to move a fence back and allow parking on the property, but when it got down to the cost, the apartment owner backed out He explained the City will be checking into this location and doing planning on the possible options, but they must wait until spring when the snow is gone, Director Thatcher stated Groberg is one of the few streets in the City that has no parking signs on both sides of the street, as the street is very narrow, and if parking were allowed along one side, the remaining road would be too narrow for two vehicles to pass each other, Mr. Pierson asked if parking would be allowed along the ditch. Clerk /Administrator Pauley replied that it would not be, as that is City property. Director Thatcher reported Staff had conducted a study of the City to find out where people were parking at night on the street. and he presented overheads, showing the areas and reviewed the findings. Mr. Pierson asked why parking is not allowed from midnight to 6 AM when it is allowed during the day. Police Chief Ramacher explained when there were no restrictions, people were parking on both sides of the street and they were leaving cars parked indefinitely, which is why the restrictions were put into place, to make sure the vehicles are moved daily. He added they are trying to improve the signage in the City. T r, 10. Informational Meeting On Street Parking Mounds View City Council February 17:, 1985 Regular Meeting Page Four Clerk /Administrator Pauley explained Staff has spent approximately two months evaluating the signs in the City and doing traffic counts. He also reviewed Staff's recommendation to the City Council. Alice Fritz, 8072 Long Lake Road, asked if the cars in violation were ticketed. Chief Ramacher stated that if they were parked in a no- parking zone, he believed they would have been tagged. Mr. Fritz asked if the residents were allowed to park along the road easement on Long Lake Road, off the pavement. Chief Ramacher replied that according to the ordinance, they cannot park on the boulevard. However, if someone is expecting a large group of people, they can contact the Police Department and request an exception be made for the occasion. Barb Haake, 3024 County Road I, stated she had contacted the Police before for just such a situation and found them to be very cooperative. Mayor Linke closed the informational meeting at 8:11 PM. Motion /Second: Blanchard /Quick to adopt the recommen- dations from Staff dated February 1, 1985 and have them implemented by June 1, 1985. 3 ayes 0 nays Councilmember Blanchard asked if the Police could also check the signs on county roads. Clerk /Administrator Pauley replied they will contact the county_ and ask them to do it. Attorney Karney reported there had been no decision 11. Reports of energy workshop on February 9, and found it very Councilmembers informative. Councilmember Quick reported he had attended the conference for newly elected officials on February 9 and found it very informative. Mayor Linke reported the City had received notice from the National Arbour Day Foundation that Mounds View has been named Tree City USA, for the third year running. The award will be presented on Arbour Day. Mayor Linke expressed appreciation for the great job done by the forester. Motion /Second: Quick /Blanchard to reappoint Jean Miller to the Planning Commission. 3 ayes 0 nays Mayor Linke reported the Appreciation Dinner would be on March 29, at the Bel Rae Ballroom, and tickets will be available from the Councilmembers. Clerk /Administrator Pauley reviewed proposed 13. Report of Resolution No. 1871 and the arrangements for the Clerk /Administ- special election on March 12. rator Motion /Second: Linke /Blanchard to approve Resolution No. 1871, ratifying the appointment of precinct and counting center election judges for the special election, and waive the reading of the resolution. 3 ayes 0 nays Clerk /Administrator Pauley reported a report had been received on the environmental issues regarding the proposed airport expansion. He reported Blaine will be holding a public hearing at the Blaine Senior High School on March 6 at 7 PM. He reported he will be reviewing the report with the Council at their next meeting.
