Ad journmont CONSENT AGENDA FEBRUARY 25, 1985 The Consent Agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Councilmember, an item can be removed from the Consent Agenda and placed upon the Regular Agenda for debate. ITEM A. Approve Salary Increase of .25 per hour for Part Time Accounting Clerk, Julie Clines ITEM B. Approve Staff Recommendation for Maintenance and Repair of Well No. 4 Per Memo Dated February 14, 1985 ITEM C. Approving Just and Correct Claims Against City Funds The Mounds View City Council was called to order at 7:30 PM on February 25, 1985. The Pledge of Allegiance was said. MEMBERS PRESENT: Mayor Linke. It was noted that vacation. 3 ayes 0 nays PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Councilmembers Hanker and Quick and Councilmember Blanchard was on ALSO PRESENT: Attorney Karney, Clerk /Administrator Pauley and Public Works /Co :munity Development Director Thatcher. Motion /Second: Quick /Linke to approve the minutes of the February 11, 1985 meeting as presented. 2 ayes 0 nays 1 abstention Councilmember Hankner abstained from the vote as she had not been present at the February 11 meeting. There were no residents requests or comments from the floor. Motion /Second: Hankner /Quick to approve the consent agenda as presented and waive the reading of the resolutions. Mounds View City Council Regular Meeting receive, and the fact that they had budgeted a blanket mount for all equipment in the office for repairs and maintenance in 1985, which this maintenance agreement could be paid from. Motion /Second: Hankner /Quick to authorize the purchase of a maintenance agri :;s .t on City dictation equipment from Precision Business Systems, Inc. at a cost of no more than $480.00 annually. 3 ayes 0 nays Finance Director Brager reviewed that the Finance Department had worked with the department heads and Council to finalize the 1985 budget and long term financial plan. He presented an overhead projection of the breakdown of disbursements of the 1985 property tax levy. Finance Director Brager reviewed the plans for the upcoming special election and the counting of the ballots. They will be having a demo counter in for the special election, and if Staff is pleased with its capabilities and performance, they may be coming back to the Council with a recommendation for purchase n 1986. The Finance Department is working on the year end financial statements and preparing for the audit. There is a part -time accounting clerk on board, who is working 20 hours a week, and '.s working out well. Microfiche readers and filmers have been purchased for the City, and they are working on filming records. Finance Director Brager will be working with a computer consultant in the near future to study the City's information needs, and hopes to have a recommendation to the Council by August or September, before the budget is approved for 1986. Police Chief Ramacher reviewed 1984 as a as documented in the yearly report which previous week. He reported considerable put into training in 1984. Reports of Department Heads Mounds View City Council February 25, 1985 Regular Meeting Page Three Qirector Thatcher reviewed the activities of the water, •ewer and shop departments for the fourth quarter of 1984. He reviewed the number of inspections done by the inspection department, and the number of permits issued by the planning department for 1984, as well as the activities of the Community Development Department for the year. Director Thatcher presented overhead projections, comparing 1983 and 1984 figures for the inspection and planninc department, and the increases for the year. Director Thatcher asked Council approval of proposed Resolution No. 1872, in appreciation to Mike Lauterbach for service on the Planning Commission. Motion /Second: Quick Hankner to approve Resolution No. 1872, a resolution of appreciation to Michael Lauterbach, and waive the reading. 3 ayes 0 nays Director Thatcher asked Council approval of proposed Resolution No. 1873, amending Resolution No. 1859. lotion /Second: Hankner /Quick to approve Resolution 1873, amending Resolution No. 1859 establishing policy guidelines for snow removal from sidewalks and for snow plowing damage to mail boxes, and waive the reading of the resolution. 3 ayes 0 nays Director Thatcher reported Gary Kardell is out for a week with a back injury, and he will be hiring a temporary worker to help out, as needed, and will be bringing the paperwork to the Council at their next meeting. 9. Attorney Karney reported a decision had been reached in the City of Mounds View vs. Greg Johnson, dba Highway 10 Radiator Repair, with the decision being unfavorable o the City. He reported the judge concluded the C y ust act upon the application for rezoning of the property from R -1 to B -3. He advised they will be appealing the case. He also advised he was served with an order to appear in court on March 12 to explain why the City Mounds View City Council February 25, 1985 .Regular Meeting Page Four ,council has not acted. Councilmember Hankner had no report. 11. Reports of Councilmembers Councilmember Quick had no report. Mayor Linke reported he had ridden with one of the Police officers Saturday night, and had a rather uneventful night. Clerk /Administrator Pauley reported that as a result 12. PM, regard h_ p_o changes in the tax structure. Clerk /Administrator Pauley reported arrangements have been made to have a demo ballot counter on hand for the special election on March 12. He asked that the Council be present to witness how the machine operates. He also asked that they call to order for a special meeting at 9:30 PM on March 12 to certify the results of the election. Motion /Second: Quick /Hankner to schedule a special meeting for March 12, 1985 at 9:30 PM to certify the results of the special election. 3 ayes 0 nays Motion Carried Clerk /Administrator Pauley asked for Council approval of the recommendation of the Civil Service Commission to appoint Jack Chambers as a police investigator.
