The Consent Agenda is a technique designed to expedite
handling of routine and miscellaneous official business of
the City Council. The entire agenda may be adopted by the
Council in one motion. The motion for adoption is non-
debatable and must receive unanimous approval. By request
of any individual Councilmember, an item can be removed from
the Consent Agenda and placed upon the Regular Agenda for
debate.

The Mounds View City Council was called to order by
Mayor Linke at 7:30 PM on May 13, 1985.
The Pledge of Allegiance was said.
MEMBERS PRESENT: Councilmembers Blanchard, Haake,
Quick and Mayor Linke.
It was noted that Councilmember Hankner was absent.
ALSO PRESENT: City Attorney Meyers, Clerk /Admini-
strator'Paui.ey and Public Works /Community Development
Director Thatcher.

1985 minutes as presented.

Alice Fritz, 8072 Long Lake Road, brought to the Coun-
cil's attention a resident at 8046 Long Lake Road,
Maynard Bowman, who has two driveways on his lot,
and presents a problem with sand washing from the
driveways into the street.
Mayor Linke requested Staff to check into it and have
Director Thatcher get back to the Council at the next
agenda session.
Motion /Second: Quick /Blanchard to approve the consent
agenda as presented, and waive the reading of the
resolutions.

No. 390. Ord. No. 390

Regular Meeting
Motion/Second: Haake /Quick to have the first reading of
rdinance No. 390, an ordinance prohibiting development
°-of certain properties on an interim basis and waive
the reading.

Clerk /Administrator Pauley reviewed proposed Resolution
No. 1893.
City Attorney Meyers advised some changes in terminology
in the resolution.
Motion /Second: Blanchard /Quick to approve Resolution
No. 1893 as amended, and waive the reading.

Finance Director Brager reviewed the insurance proposals
received. He explained the quotes are $32,090 greater
than the 1984-85 rates, which is a 108% increase. He
explained also that many other municipalities have
experienced the same increase.
ouncilmember Haake expressed concern over receiving the
4uotations so late, as the City's insurance expired on
May 1, and she also questioned the need to the City to
have an insurance consultant. She stated she would like
to do some checking herself in the next few months, to
see if she could locate some better rates.
Clerk /Administrator Pauley stated Staff would be setting
up a meeting with the insurance consultant and the ageits
as soon as the binders are received, and Staff will make
recommendations to the Council.
Motion /Second: Quick /Blanchard to renew the City's various
insurance policies through Transcontinental Brokers, Inc.
in the amount of $61,883.00, and authorize a budget
transfer of $25,724 from the 1985 general fund contingency
account to the various insurance accounts to cover the
unanticipated increase in insurance premiums.

Clerk /Administrator Paueey reviewed the memo of May 8, 10. Approval Hiring
of Police Officer
1985 from the Police Civil Service Commission.

'avid Anderson as Police Officer, effective May 15, 1985,
with a probationary period of one year with salary and
benefits to be paid per Local Union Agreement.

Quick requested approval of the Council 11.
.o request Ramsey County to place stop signs at Red
Oak Drive and Ardan Avenue, due to the high number of
speed violations that have occured. He reviewed the
report provided by the Police Chief, and noted that
only one driver who had been ticketed was a Mounds View
resident.
Motion /Second: Quick /Haake to petition Ramsey County
to place °stop signs on Red Oak Drive at the intersection
of Arden Avenue to make it a four -way stop.

reading of Ordinance No. 387, amending the municipal
code of Mounds View by amending Chapter 25 entitled,

of Ordinance No. 391, amending the municipal code of
Mounds View by amending Chapter 52 entitled "Parks,
Playgrounds, Open Space and Recreation Area Rules and
Regulations subchapter 52.03 Intoxicating and Non
Intoxicating Liquor and waive the reading.

Mrs. Fritz stated she was against the proposed change
in the ordinance in making it legal to drink in the
'arks. Mr. Fritz stated he was against it also.

Councilmember Haake requested that staff contact St.
Paul Water Works regarding maintenance of the south
shore of Spring Lake where car parking has become a
problem. Also, Councilmember Haake asked staff to
determine if something would be done to reduce the amount
of truck traffic on County Road I west of Silver Lake Road.
Councilmember Haake asked the status of an accessory
building going in by Silver Lake Road and County Road
H, since the other accessory buildings have not yet
been removed.
Director Thatcher replied it was the Wardin home, at
6940 Silver Lake Road that Councilmember Haake had
mentioned. He stated that they will be removing the
other accessory buildings as soon as the new one is
ready.
Mr. Wardin was present and updated the Council on the
progress of their project. He stated he would be
removing the other buildings once he was able to
move his belongings into the new building and have
't weather tight.
Councilmember Quick stated he had worked at the annual
Clean -Up Day and found it very interesting.
Mayor Linke reported he also had worked at Clean -Up
Day.

Clerk /Administrator Pauley requested the May 27, 1985 19. Report of
:ouncil meeting be changed to May 28, due to the Administrator
Memorial Day holiday.

Clerk /Administrator Pauley reported all necessary
paperwork had been received from Don's Amusement
Enterprises, for their permit to hold their carnival
at the Mounds View Square Shopping Center from
May 14 to May 19.
Motion /Second: Linke /Quick to approve a license for
Don's Amusement Enterprises for a carnival to be held
at the Mounds View Square Shopping Center from May 14
to May 19, 1985.

Clerk /Administrator Pauley reported the Ramsey County
League of Local Governments would be making a presentation
at the New Brighton City Hall on May 15, at 7:30 PM and
recommended Councilmembers attend, if possible.
`Clerk /Administrator Pauley reported the City has received
an application from the Mounds View Quick Six for a 3.2
malt liquor sale license.
Motion /Second: Quick /Linke to table this item to the
May 20, 1985 agenda session.

Clerk /Administrator Pauley reported that as part of the
Greenfield Park grant, Rice Creek Watershed District
has required the City to sign a "Hold Harmless" agreement
with them, and he reviewed the background.
Motion /Second: Linke /Blanchard to authorize the approval
of the "Hold Harmless" agreement with the Rice Creek
Watershed District.

Clerk /Administrator Pauley reported he would be attending
the Minnesota City Managers Association conference on
May 15 to 17, and Director Thatcher would be in charge
in his absence.
