Adjournment CONSENT AGENDA JANUARY 27, 1986 The Consent Agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Councilmember, an item can be removed from the Consent Agenda and placed upon the Regular Agenda for debate. ITEM A. New The Pledge of Allegiance was said. 5 ayes 0 nays PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order by Mayor Linke at 7:02 PM. MEMBERS PRESENT: Councilmembers Blanchard, Quick, Haake, Hankner and Mayor Linke. ALSO PRESENT: City Attorney Meyers, Clerk/ Administrator Pauley and Public Works /Community Development Director Thatcher. 1eguiar Meeting January 27, 1986 Mounds View City Hall 2401 Hwy. 10, Mounds View, MN 55112 State Senator, Steve Novak, stated he was isiting the Councils in his district before the start Of the legislative session on February 3, and he explained the session will be dominated by the budget and proposed cuts, and the impact those cuts will have on various programs. He reviewed some of the areas he felt might face some changes, and asked the Council to keep him informed on what they would like done. Motion /Second: Haake /Hankner to approve the January 13, 1986 minutes as presented. Mayor Linke closed the regular meeting and opened the public hearing on Ordinance No. 404 at 7:30 PM. Clerk /Administrator Pauley reviewed the intent of the ordinance, explaining it would bring the City into compliance with the 1985 Minnesota legislative act. Public Hearing: Consideration of Ordn. No. 404 'Mounds View City Council Regular Meeting g otion /Second: Quick /Blanchard to have the first wading of Ordinance No. 404, an ordinance amending Chapter 4, Section 4.02 of the Home Rule Charter of the City of Mounds View, and waive the reading. ayes 0 nays Mayor Linke closed the regular meeting and opened the informational meeting on the 1986 MSA street program. Director Thatcher reviewed what is planned to be done with the 1986 MSA street program, and presented an overhead, showing the areas of the work. He also introduced Brian Hoffman, the Engineering Technician who has been working on the organization of the project. Mrs. Bailey, 2249 County Road H2, asked how much land would be taken from her. Director Thatcher explained that all work would be done within the existing right -of -ways, and they will not be taking any private property. He added `hat construction is planned for this summer but a afinite starting date has not been determined yet. Chuck Miller, 5287 Raymond, expressed concern with where the water from the ditch in front of his property would go. Director Thatcher explained they will be sub cutting, and the road will be low enough for the water to flow into the street, and the curb and gutter will act as a channel for the run -off. Mr. Miller asked if County Road H2 is being upgraded foi the industrial park. Mayor Linke replied that it is not, and that the only exit the industrial park will have onto County Road H2 will be an emergency one. Mayor Linke closed the informational meeting and reopened the regular meeting at 7:45 PM. The Council recognized Duane McCarty, the newly elected Ramsey County Commissioner. Motion Carried 6. Informational Meeting: 1986 MSA Street Program 7. Residents Requests and Comments from the Floor •Mounds View City Council January 27, Page Three Regular Meeting `$ommissioner McCarty stated he wanted to reaffirm pis commitment to open communication lines with the Council, and he hopes to get more dialogue between the City and the County Board. He added he will be sitting down with the Mayor and Clerk /Administrator within the next few days. Clerk /Administrator Pauley asked that Hecker's Sanitation be added to Item E, for a new license for garbage hauling, to expire on March 30, 1986. Motion /Second: Haake /Blanchard to approve the consent agenda, as amended, and waive the reading of the resolutions. 5 ayes 0 nays Park Director Anderson presented the Council with 9. 4th Quarter 1986 a summary of the park and rec program, as requested Department Head by the Council earlier, to be submitted to the Reports school district. Park Director Anderson reviewed the aquatics program, 'tating that 323 people are presently enrolled, with 4 different lessons being offered. The recreation department had a cross country ski by candlelight outing, which was successful. They are trying to stay on top of the Edgewood Community Center situation, as they utilize the facility a good deal right now and would like to continue that use. Park Director Anderson stated that in the parks department, he had spent a great deal of time with the Task Force working on the referendum, which did not pass. The Park and Rec Commission will be meeting on January 30, at which time they will review what has happened and where to go now. The forestry program is going very well, and it has been very successful having a shared position with New Brighton for the forester. Park Director Anderson reviewed the plantings and disease that was experienced. He also announced the City had been awarded the Tree City award once again. Finance Director Brager explained they had adopted the budget in late September, with the mill rate Dt increasing. They are beginning work on the .annual report and financial statements at this time. 8. Approval o f Consent Agenda Motion Carried .Mounds View City Council Regular Meeting 1 7,inance Director Brager reported he had assisted n counting ballots during the special election. Jne machine will be sent in for repair, as they had trouble with it during the election. Finance Director Brager reviewed investments that had been made with the City's money, which resulted in $400,589 in interest earned during 1 985, with a return of 8.8 Finance Director Brager reported he has been appointed to the Board of Directors of the Minnesota Governor's Finance Organization for 1986. Police Chief Ramacher reviewed the crime statis- tics for 1985 versus 1984, explaining there was about a one percent increase in total crime. He presented overheads showing the breakdowns in the various categories and how they compared between the two years. Chief Ramacher reviewed the personnel changes for the past year. He added they are looking forward to having the new computer in City Hall, and in getting the reserve officers in place. Director Thatcher reviewed the 12 full -time positions in the Public Works /Community Development department and what they do. He updated the Council on the ongoing activities of each area. Director Thatcher presented an overhead, comparing 1985 and 1984 statistics on applications and permits and revenues. He added he will be presenting the Council with a memo at their next agenda session regarding the proposed addition to the public works garage, and projected costs. Motion /Second: Blanchard /Quick to approve Resolu- tion No. 1976, setting the 1986 wage for the police department part -time clerk typist, and waive the reading. 5 ayes 0 nays Clerk /Administrator Pauley reviewed the reasons for the budget overrun in the fire department. ouncilmember Blanchard reported she will be attend- ing the Fire Board meeting next week, and will report back to the Council. Contingency Fund .Mounds View City Council Regular Meeting 'mo tion /Second: Hankner /Blanchard to approve an penditure of $2,440 against 1985 funds, to replenish the fire department's contingency fund per the Fire Chief's memorandum and billing statement dated December 31, 1985, with the funds to come from the general fund fire department account. 5 ayes 0 nays Motion Carried Clerk /Administrator Pauley asked the Council to ratify the appointment of the precinct and counting center election judges for the special election, and explained why they were being ratified after the election, due to problems in lining everyone up beforehand. Motion /Second: Hankner /Quick to approve Resolution 12. Consideration of No. 1973, ratifying the appointment of precinct and Resolution counting center election judges for the special county No. 1973 election and city park referendum by Clerk /Administrator and setting wage rates, and waive the reading. 5 ayes 0 nays irector Thatcher had no further report. Attorney Meyers reported he had been forwarded a letter received by the City from the owners of the Bel Rae Ballroom, Mermaid, Donatelle's and Loose Ends, asking the City to amend the liquor ordinance regarding individual licenses versus corporate licenses. He explained the owners are asking for corporate licenses due to insurance rates, but he would recommend leaving them as individual licenses, making one individual the responsible party. He reviewed problems that have been experienced in the past with corporate licenses. It was the consensus of the Council to remain with the individual liquor licenses. Clerk /Administrator Pauley stated he would invite the parties to the next agenda session so they could discuss the issue with the Council. January 27, 1986 Page Five Motion Carried 13. Report of Attorney 'Mounds View City Council January 27, 1986 Regular Meeting Page Six "vttorney Meyers reported an order had come down rom the Minnesota Supreme Court, denying a discre- tionary review of the Gregory ;Johnson case. He added that it is anticipated that many cities will cite the Mounds View case in the future in their proceedings. Attorney, Meyers reported he would be absent from the next Council meeting, and Mark Karney will be attending in his place. Councilmember Blanchard had no report. Councilmember Quick had no report. Councilmember Haake reported she had attended part of the Festivities Commission meeting earlier in the evening, and they are interested in moving the date of the annual appreciation dinner to the Saturday night of the Festival in the Park, which will be July 19 and 20 this year. Alice Frits stated the Festivities Commission feels it would be a better way to tie the two day festival together. 'c was agreed that the Council would discuss the issue further at the next Council agenda session, and Councilmember Haake would get back to the Festivities Commission after that. Councilmember Hankner had no report. Mayor Linke had no report. Clerk /Administrator Pauley passed out information regarding the Anoka Chamber of Commerce breakfast on January 29, at which Governor Perpich will be the guest speaker. He added he would make reser- vations for those Councilmembers planning on attending. Clerk /Administrator Pauley reviewed an Action Alert he had just received regarding the Governor's proposed budget cuts, and the impact they could have on Mounds View.
