CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The Mounds View City Council was called 1. Call to order
to order by Mayor Linke at 3:02 p.m.
MEMBERS PRESENT: Mayor Linke, Quick, 2. Roll Call
Hankner, Haake, Blanchard.
ALSO PRESENT:
City Attorney Richard Meyers, Twin City
Testing Representative Richard Kielty,
Clerk- Administrator Donald Pauley, Public
Works
Discussion of results of testing of the
pipe by Twin City Testing followed.
The next topic of discussion was what the
City's official position would be regarding
the pipeline. City Attorney Meyers stated
the City's position to be ultimately "..replacement
or removal of pipeline for the City
of Mounds View." The City does not agree
with DOT's position on the order. The City
will request following tests: visual
inspection, x °gays, and check for organic
matter.
Richard Kielty felt that comprehensive
tests should be done rather than just
hydrostatically testing the line.

Discussion followed regarding the request
by City residents in the affected area to
have a City Neighborhood Meeting. Don
Pauley informed the Council that this was
in process.
The statement was made that pipelines are
considered Interstate Commerce by City
Attorney Richard Meyers.
Director of Public Works /Community Develop-
ment Thatcher stated that test results received
on the test well indicated the presence of
benzene and hydrocarbons, components of
gasoline.

It was also stated by Thatcher that the exact
location of the findings of the benzene and
hydrocarbons was at the point where the pipe
ruptured and was found in the groudwater at
about 12 feet below the ground surface.
The recommendation is to discharge the contaminants
into the sanitary sewer system.
Thatcher also reported to the Council that the
City's municipal water system also being monitored
showed no signs of contamination.
Meeting was adjourned at 4:25 p.m.
