CONSENT AGENDA
AUGUST 11, 1986
The Consent Agenda is a technique designed to expedite
handling of routine and miscellaneous official business of
the City Council. The entire agenda may be adopted;, by the
Council in one motion. The motion for adoption is non
debatable and must receive unanimous approval. By request
of any individual Councilmember, an item can be removed from
the Consent Agenda and placed upon the Regular Agenda for
debate.

RAMSEY COUNTY, MINNE
The Mounds View City Council was called to order by
Mayor Linke at 7:05 PM on Monday, August 11, 1986.
MEMBERS PRESENT: Councilmembers Hankner, Blanchard,
Quick, Haake and Mayor Linke.
ALSO PRESENT: City Attorney Meyers and Clerk/
Administrator Pauley.
Motion /Second: Hankner /Blanchard to adopt Resolution
No. 2060, a resolution of commendation and apprecia-
•`ion to State Trooper Gus Wehmeyer, and waive the
wading.

Mayor Linke read Resolution No. 2026, for State Trooper
Gus Wehmeyer, Resolution No. 2029, for the Blaine/
Spring Lake Park /Mounds View Fire Department, Resolution
No. 2053 for the Mounds View Perkins, Resolution No.
2054 for New Brighton Police Officer Gary Jones, and
Resolution No. 2057, for New Brighton Police Officer
Robert Jacobson, and he presented the resolutions of
commendation and appreciation to the appropriate
individuals, thanking them for their help on July 8.
Mayor Linke presented resolutions of appreciation and
commendation to the Centennial.. Fire Department, St.
Anthony Fire Department, Fridley Fire Department,
Fridley Police Department, Coon Rapids Fire Department,
New Brighton Police Department, New Brighton Fire
Department, St. Anthony Police Department, Health Central
Ambulance Service, North Memorial Ambulance Service,
Hennepin County Medical Center Ambulance Service, Ramsey
County Sheriff's Department, Anoka County Dispatchers,
'amsey County Dispatchers, Minnesota State Patrol, Red
rocs, Mounds View Community Theater, Explorer Post
761, and Ramsey County, and thanked them all for
their assistance on July 8.

ayor Linke also extended thanks to the Little Canada
re Department, Vadnais Heights Fire Department,
M aine Police Department, Spring Lake Park Police
Department, and Salvation Army, who were not able to
have representatives present, and stated their
resolutions of appreciation would be sent to them.
Motion /Second: Blanchard /Quick to send a letter of
commendation to Senator Novak, Representative Knuth,
Representative Vento, Senator Durenburger and
Commissioner McCarty, thanking them for their assis-
tance.

Motion /Second: Quick /Hankner to approve the July 28,
1986 minutes as presented.

Mayor Linke explained that Resolution No. 2028 had
been rescinded on July 28, 1986, and the Council at
that time had asked Staff and the City Attorney to
prepare a resolution calling for the complete
•emoval of the Williams Pipeline from the City, and
read proposed Resolution No. 2061.
Motion /Second: Ilankner /Blanchard to approve
Resolution No. 2._., requesting the removal of the
Williams Pipeline from the City of Mounds View

Clerk /Administrator Pauley stated he had received a
call from a representative of the development firm,
and they have requested the public hearing be
cancelled at this time, due to continuing negotia-
tions on the property, and they would like to
reschedule it later on, at their request.
There were no residents requests or comments from
the floor.
Motion /Second: Haake /Hankner to approve the consent
Benda, as presented, and waive the reading of the
•solutions.

Clerk /Administrator Pauley reviewed Staff's memo
"n the billing from Corrigan Electric Company for the
nstallation of the City's new civil defense siren,
located at Well House #3.
Bill Frits, 8072 Long Lake Road, stated he did not hear
the civil defense siren from inside his home on July 1,
July 8, or August 6, or when the tornados went through
Anoka County on July 18, and he expressed concern on
how well they can alert the citizens to potential
danger.
Clerk /Administrator Pauley explained this siren is new
to the City and was officially tested on August 6 and
found to work properly.
Mayor Linke stated the sirens are set up to be heard
outside, not inside.
Motion /Second: Haake /Hankner to authorize the payment
of $8,600 to Corrigan Electric for the installation of
a civil defense siren at Well House #3, with the funds
coming from 100 230 -4703, Civil Defense Equipment
Account.

lerk /Administrator Pauley reviewed the need for
temporary clerical services, to assist in placing
records in order at City Hall relative to the
Williams Pipeline disaster.
Motion /Second: Haake /Blanchard to authorize the
hiring of Ms. Deanna Mortenson for a maximum of 80
hours at the rate of $5.00 per hour to provide
supplementary clerical assistance to the Administra-
tion Staff.

There was no report from the Public Works /Community
Development area, as Mr. Thatcher was on vacation.
Attorney Meyers had no report.

ouncilmember Blanchard reported the Fair Share program
as started and is working very well so far. They have
5 people signed up, and she is very enthusiastic about
the program.
Park Director Anderson explained that the participants
have been working outside so far, and they will have to
plan differently for winter. He added the program has
worked well so far.
Councilmember Quick had no report.
Councilmember Haake reported she had attended the Councilmember
Ramsey County Health Services Advisory Committee Haake
meeting, where they passed a resolution in support
of Mounds View's resolution regarding the Williams
Pipeline and suggesting a review of all pipeline in
Ramsey County.
Mayor Linke reported he and Councilmember Blanchard
had attended the fire station visit on August 6, and
found it very informative.
Mayor Linke reported he has been appointed to the
Ramsey County Court Consolidation Committee.
Clerk /Administrator Pauley reported he had received 15. Report of
a call on August 8 from the Minnesota International Clerk /Administra-
Center, stating they would like to have representa- tor
tives from seven different countries visit Mounds
View and have informal discussions with the City
officials. He reported they would be coming on
August 13, and would have a bus tour to Long Lake
Road, see a video tape of the pipeline disaster,
and visit with officials.
Mr. Frits asked the Council to look again at
Resolution No. 2061, which they had passed earlier
in the evening, and he pointed out an error in
wording in the third paragraph, and he cautioned
Staff and Council to be very sure of their facts
in this case, as an error could cause serious
problems later in court. Clerk /Administrator
Pauley replied the paragraph would be corrected.
