CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The Mounds View City Council was called to order by 1. Call to
Mayor Linke at 7:00 PM on Monday, December 8, 1986. Order
The Pledge of Allegiance was said.
MEMBERS PRESENT: Councilmembers Hankner, Haake,
Blanchard, Quick and Mayor Linke.
ALSO PRESENT: City Attorney Meyers, Clerk/
Administrator Pauley and Community Development/
Public Works Director Thatcher.
Motion /Second: Quick /Blanchard to approve the
November 24, 1986 minutes as presented.

Clerk /Administrator Pauley read Resolution ao. 2121,
a resolution of commendation and appreciation to
Matt Rowley, and Resolution No. 2123, a resolution of
commendation and appreciation to Greg Rowley.
Mayor Linke presented Matt and Greg with the resolu-
tions and thanked them for their help on behalf of
the City Council.
Attorney Meyers introduced Judge John Connelly, from
Ramsey County.
Judge Connelly stated he wanted to come out and say
hello to the Council and meet them. He explained he
has been acquainted with Attorney Meyers for many
years, and he explained some of the upcoming changes
for the court system.
The Council thanked Judge Connelly for coming out tc
visit with .hem.

Motion /Second: Haake /nuick to approve the consent
agenda, as presented, and waive the reading of the
resolutions.

Clerk /Administrator Pauley explained the need for the
reapportionment of assessments for certain areas of
Silver Lake Woods. He added this is a housekeeping
item only.
Motion /Second: Haake /Blanchard to approve Resolutions
No. 2131, 2132, 2133, 2134, 2135, 2136 and 2137, for
the reapportionment of assessments for Silver Lake
Woods, and waive the reading.

Councilmember Quick reviewed the recommendation of
the Park and Rec committee for the reorganization of
the Park and Rec department.
Motion /Second: Quick /Haake to approve the reorganiza-
tion of the Park and Rec Department, and appoint Mary
Saarion Parks, Recreation and Forestry Director at a
annual salary of $32,000 with a six month probationary
period, effective December 1, 1986, and eliminate the
positions of Recreation Supervisor and Parks, Recrea-
tion and Forestry Secretary, and create the part -time
position of Senior Citizen /Trips Coordinator at an
annual salary of $6,000 and authorize Mary Saarion to
interview applicants and recommend an individual to
the City Council.

Motion /Second: Quick /Blanchard to appoint Sharon Linke
Administrative Assistant for the Parks, Recreation and
Forestry Department at an annual salary of $20,000
with a six month probationary period, effective
December 1, 1986.

Mayor Linke abstained from the vote per the recommenda-
tion of City Attorney Meyers as Sharon Linke is his
wife, and he did not want it to appear that there may have
been any conflict of interest or favoritism shown.
Director Thatcher had no report.

gili Attorney Meyers reported the City had appeared before 10. Report of
Judge Murphy on November 13 regarding the Williams Attorney
Pipeline case, but no decision has bean rendered yet.
He added they have gone back to amend the original
lawsuit to include property and punitive damages on
behalf of the City.
Councilmember Hankner stated she felt it was important 11.
to have proper Staff training, in order that they
could better serve the public. In an effort to try
and more clearly outline the job responsibilities of
the Public Works Foreman, she would be making the
following motion.
Motion /Second: Hankner /Quick to have the responsi-
bilities of the Public Works Foreman limited to only
Public Works, Fire Inspection and Class II Building
Inspection duties, through the end of the current
winter snow season, and until further organizational
evaluations are completed, and at the current salary
level.

Mayor Linke and Councilmember Hankner asked how much
ite was going on that would require building inspections
in the near future.
Director Thatcher replied that not much will be going
on in the next few months, and Brian Hoffman could
handle the inspections.
Clerk /Administrator Pauley stated he would work out
the details with Director Thatcher and make sure the
majority of the Public Works Foreman's time is spent
with Public Works.
Mayor Linke stated the Council would likely be meeting
with Staff in late January or early February, for the
annual goal setting session.
Motion /Second: Linke /Haake that the Council search
for a professional consultant to conduct a management
organization evaluation of City Staff, and have
Councilmember Hankner conduct a search for a consultant
and make a proposal and recommendation to the Council
by January 1, 1987.

Councilmember Hankner stated she has begun checking into
this already and has spoken to a number of people, so
she didn't feel the January 1 date would be a problem,
but if it was, she would ask for an extension of time.

Clerk /Administrator Pauley stated he had spoken with
Barb Arnie of the government training service, and she
would be available February 13 and 14 to do a goal
setting /team building session.
Councilmember Haake had no report.
Councilmember Blanchard had no report.
Councilmember Quick had no report.
Mauor Linke reported he would be attending the Mayors
Conference this coming weekend.
Clerk /Administrator Pauley reported the Ramsey County
League of Local Government's annual banquet would be
held December 17, with Senator Durenberger as the
featured speaker. He asked that everyone have their
reservations in to him by the morning of December 12.
Clerk /Administrator Pauley reported he had received
a call from Commissioner McCarty, informing him that
the Staft recommendation was going before the County
Library Board that afternoon, recommending construction
of a branch library in Mounds View. He added that he
has not heard the outcome yet, but will notify Council
as soon as he hears.
Mayor Linke adjourned the meeting at 7:32 PM.
