CONSENT AGENDA
JUNE 27, 1988
The Consent Agenda is a technique designed to expedite s
handling of routine and miscellaneous official business of
the City Council. The entire agenda may be adopted by the a
Council in one motion. The motion for adoption is non
debatable and must receive unanimous approval. By request ik
of any individual Councilmember, an item can be removed from
the Consent Agenda and placed upon the Regular Agenda for
debate.

PROCEEDINGS OF THE CITY COUNCIL
CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The Mounds View City Council was called to order by
Mayor Linke at 7:00 PM on Monday, June 27, 1988.
MEMBERS PRESENT: Councilmembers Wuori, Quick. Hankner
and Mayor Linke.
It was noted Councilmember Blanchard was absent.
ALSO PRESENT: City Attorney Meyers, Clerk /Admini-
strator Pauley and City Planner Herman.
Gerry Nelson, project director with "Celebrate 90"
--gave a slide presentation and introduced the audience
to the concept of "Celebrate 90 He asked for
community support in this program, and advised a
video would be available soon.
Clerk /Administrator Pauley stated they would announce
in advance when it would be shown on cable tv.

Mayor Linke read the proclamation declaring June 19 -25
as Pinewood Playground Volunteer Appreciation Week and
presented the proclamation to the representatives
present.
Mary Bradley thanked the Council and City and School
District for their very good support.
Senator Novak reviewed tax changes which were occuring
due to recent legislative action and he stated the
picture looks good for Mounds View, which should see a
40% increase in local government aid.

,Representative Knuth updated the Council on the land
transfer which had taken place at County Road H and
Highway 10, which will 1 )W realignment of Old Highway
8 for a smoother flow r. traffic and to assist with
conjestion in that area. He also updated the Council
on pipeline legislation, as well as reporting there is
no further study or action planned for the airport.
Representative Voss reported he had been closely
involved with the tax bill, and not only will City
government do well, but the residents will also,
with nearly $1.8 million in credit Approved for the
next biennium. He also reported he has not received
a noise complaint for the airport in the past year,
as a result of the successful movement of the runways
one -half mile further from the City, and with the
limitation of the airport as a minor airport. He
reported the Highway 10 relocation should be completed
this fall, which should relieve congestion for residents
in the area.
Councilmember Hankner informed the Senator and Represen-
tatives that the Council will be meeting with the school
district superintendent and business manager the evening
of June 30, to get a better understanding of their
budgeting proces. She invited them to join the meeting,
and stated other Cities had been invited also.
Mayor Linke and the Council thanked Senator Novak and
Representatives Knuth and Voss for their time with the
Council.

Mayor Linke closed the regular meeting and opened the
first public hearing at 7:50 PM.
City Planner Herman explained the purpose of proposed
Ordinance No. 442, which combines garages and accessory
buildings under permitted uses, and the rational for
_„combining them.
There were no comments or questions from the audience,
so Mayor Linke closed the public hearing and reopened
the regular meeting at 7:54 PM.

Mayor Linke closed the regular meeting and opened the
next public hearing at 7:54 PM.
City Planner Herman explained the purpose of proposed
Ordix,.: _,::e No. 443.
There were no comments or questions from the audience,
so Mayor Linke closed the public hearing and reopened
the regular meeting at 7:56 PM.

Park and Rec Director Saarion explained the City had
had the opportunity to place street sweepings at
Greenfield Park earlier in the spring, but it was
determined that was a wetland area. She has since
talked to Tom Peterson, with Ramsey County Soil and
Water Conservation District, who visited the site and
has given the analysis that it is not a wetland and
it would be okay for the sweepings to be placed
She showed on an overhead map of the area where they
would like to place the sweepings.
Park and Rec Director Saarion requested Council
authorization to amend the wetland map as proposed
and allow a wetland alteration permit for the fill.
City Planner Herman explained the permit is necessary
as a portion of the buffer area would be receiving
sweepings.
Sabri Ayaz, 7751 Bona Road, asked what type of permit
would be required, as he was afraid of the City setting
a precedent.
City Planner Herman explained a wetland alteration
permit would be required.
Clerk /Administrator Pauley clarified that no structure
would he placed in the area, that it would be filled,
leveled and sodded, with picnic tables, horseshoe pits
and such established.
Councilmember Hankner asked if the City had given itself
a wetland alteration permit before.
Clerk /Administrator Pauley replied they hadn't, but they
have given them to residents.
Mayor Linke closed the public hearing and reopened the
regular meeting at 8:02 PM.

Public Works Director Minetor reported he had
interviewed four people that day for an intern-
ship position to do the pavement management program
and he requested Council authorization to hire Troy
Gambel.
Motion /Second: Hankner /Quick to approve the hiring
of Troy Gambel on a temporary basis, at a rate of
$7.50 per hour, for twelve weeks, beginning June 27,
1988.

Councilmember Hankner asked Park and Rec Director
Saarion to explain LAWCON grant application for those
present from that area.
-,Park and Rec Director Saarion explained what a LAWCON
'grant is, and that the City is asking for a biking or
hiking trail to loop around at Silver View Park. She
explained where the funding would come from, and that
it would be an 8' bituminous pathway, which would be
compatible for both walking and biking.

Mayor Linke reported public hearings had been held
two weeks ago for all the liquor licenses, and the
Council did not ge' any negative comments.

Park and Rec Director Saarion reviewed the history
of the proposed completion of the pathway at Silver
View Park, and the meetings that have been held and
Staff's recommendation that the work be done this
coming fall.

Mayor Linke stated he was concerned at this time with
the cost and replacement factors of using ag lime, as
was being recommended, over wood chips, and he would
prefer to stay with wood chips.
Councilmember Hankner replied the majority of the
residents are concerned with the use of wood chips, as
they blow and make more of a mess, whereas ag lime would
offer the asthetic value the residents would like to
have. She also stated they must consider the water flow
in the area, and she feels this would be a good compro-
mise for all involved.
There was discussion on the merits of ag lime versus
wood chips and where it fits into the p:;:::.ject.
Councilmember Wuori expressed concern with ag lime
washing into the lake and possible contamination pro-
blems. She also expressed concern with the park getting
hodge -podge for the trail system.
Dave Radamacher, 7421 Parkview Drive, stated the Park
Board would be meeting next week to discuss the lake,
and he would rather see ag lime used as it is loss
threatening than wood chips, and he suggested considering
ag lime for the remainder of the park.
Motion /Second: Hankner /Linke to direct Staff to begin
the implementation of the continuation of the development
of the path around Silver View Pond, according to the
planning discussion with the residents and Staff on
May 27, 1988. Staff is further directed to distribute
detailed plans to the residents and City Council prior
to actual work being done. Staff is further directed to
review and report on the environmental effects of ag lime.

received from Scotland Green concerning the continuation
of the pathway through their property.

--„Park and Rec Director Saarion replied they are meeting
`next week to discuss it.
Councilmember Hankner stated it is important the
sequencing of this project be done properly, such as
plantings after the grading, and so forth.
Carol Golden, of Parkview Drive, stated she was upset
with the way the City has not maintained the property
there, as the residents take pride in what they have
and she would like the City to take pride also.
Councilmember Hankner replied they are looking at the
possible addition of a staff person in the Public Works
department, for maintenance duties.
Clerk /Administrator Pauley explained the proposed
ordinance was in conjunction with the public hearing
held earlier in the evening.

reading of Ordinance No. 442 amending the Municipal

City Planner Herman reviewed the request of the
applicant to operate a billiard hall within a B -2
district. She stated the Planing Commission had
discussed the request and while they are in favor
of having such a business within the City, they
do not feel it is proper within a B -2 district and
have recommended denial.

No. 2346, denying the request of James Toner to
operate a billiard hall at Silver View Plaza, Mounds
View Planning Case No. 240 -88, and waive the reading.

,City Attorney Meyers had no report.
Councilmember Wuori reported the Mounds View Community
Theater is in rehersal for the summer production of
"Westside Story which will be presented the end of
Truly. Tickets will be going on sale July 10.
Councilmember Quick had no report.
Councilmember Hankner reported a number of people have
expressed interested in serving on the Environmental
Quality Task Force, and she would like to make those
appointments at this time, to get it started, and fill
the remainer of the vacancies as additional interest
is shown.
Mayor Linke stated the policy has been that a standard
application is turned in before any appointment.
Councilmember Hankner replied that was for commissions,
and this is an advisory task force to the Council, as
per the resolution adopted two weeks ago.
Motion /Second: Hankner /Quick to appoint the following
people to the Environmental Quality Task Force: Dave
Radamacher, to 12/31/89, Bob Carpenter, to 12/31/90,
Paul Milke, to 12/31/89, Kay Weseman, to 12/31/90, Barb
Watkins, to 12/31/90, and Steve Lauderbauch to 12/31/89.

Clerk /Administrator Pauley stated that Public Works
Director Minetor would be calling the first meeting,
at which time a chair would be elected.
Councilmember Hankner stated she hoped they would have
additional names in the next few weeks, to fill the
remaining seats. She also expressed satisfaction in
having a good mix on the task force of residents from
different areas of the City.
Councilmember Hankner reported the Council had discussed
the east access from Highway 610 and County Road J, and
had asked Staff to search for all previous resolution
which had been adopted concerning the matter, and after
reviewing them, she would like to further state the
City's position.
Clerk /Administrator Pauley advised that a resolution
would supercede any previous resolutions.

After considerable discussion, it was agreed to have
Staff write the appropriate resolution.
Motion /Second: Hankner /Quick to adopt Resolution
No. 2354, as outlined by Councilmember Hankner, and
direct Staff to write it.

Councilmember Hankner asked if anything could be done
about the dying trees at Silver View Park.
Clerk /Administrator Pauley replied that while they have
tried to stay on top of it, they cannot stop it.
Councilmember Hankner reported there is a problem with
people speeding around on the new pavement in the park.
Clerk /Administrator Pauley advised the Police should be
called when a problem is observed.
Mayor Linke reported the festivities for the 30th
anniversary party would begin with a
dance on the 13th, a gathering at City Hall on the 16th
for all former and present Staff, City Council and
Commission members, and the Festival in the Park on the
17th.
Clerk /Administrator Pauley reported he has asked Park 27. Report of
and Rec Director Saarion to discuss the advisability Clerk/
of fireworks with the Fire Chief, due to the extremely Administrator
dry conditions. He stated that if the Fire Chief feels
it is appropriate, he would recommend cancellation of them.
Clerk /Administrator Pauley reviewed his memo of June 24
to the Council, requesting authorization to purchase a
computer for his office.
Motion /Second: Hankner /Quick to authorize the purchase
of the equipment listed, with $2,225 to come from the
Training /Conferences Account 100 4190 -362, and the balance
of $1,050 to come from the City Hall Capital Improvements
Account 100 4190 -703.
