CONSENT AGENDA
JULY 11, 1988
The Consent Agenda is a technique designed to expedite
handling of routine and miscellaneous official business of
the City Council. The entire agenda may be adopted by the
Council in one motion. The motion for adoption is non
debatable and must receive unanimous approval. By request
of any individual Councilmember, an item can be removed from
the Consent Agenda and placed upon the Regular Agenda for
debate.

Savri Ayaz, 7751 Bona Road, questioned why Merila
Associates was in charge of the bid opening for the
Mounds View Business Park site lighting.
Clerk /Administrator Pauley explained they are the
engineering firm in charge of the Everest project, and
they were hired by Everest, not the City.
Clerk /Administrator Pauley read the items on the 6. Approval
proposed consent agenda.
Motion /Second: Quick /Blanchard to approve the consent
agenda as presented and waive the reading of the
resolutions.

-w Mayor Linke closed the regular meeting and opened the
`public hearing at 7:06 PM.
City Planner Herman explained the proposed ordinance
would amend Chapter 40 for joint use of parking
facilities, and she reviewed the ordinance.
There were no questions from anyone present, so Mayor
Linke closed the public hearing and reopened the
regular meeting at 7:07 PM.

reading of Ordinance No. 445, amending the Municipal
Code of Mounds View by amending Chapter 40 entitled
"Zoning and waive the reading.

City Planner Herman explained the public hearing for
this proposed ordinance had been held at the June 27
Council meeting, but the first reading had not been
placed on the agenda at that time. She further
explained the purpose of the proposed ordinance.

Code of Mounds View by amending Chapter 48 entitled
"Wetland Zoning Ordinance and waive the reading.

City Planner Herman reviewed the purpose of both
Ordinance No. 442 and 443, concerning garages and
accessory buildings.

City Planner Herman presented an overhead projection 12.
of the lot in question, and reviewed the request of
the applicant, W. E. Rosenquist, for a minor sub-
division of his property at 8380 Spring Lake Road,
dividing the northeast portion of his lot from the
existing lot. She explained the Planning Commission
has reviewed the request and found it to be in con-
formance with the Code, and they would recommend
approval, contingent upon the applicant drafting and
obtaining utility easements and verification of lot
sizes, as well as providing the City with appropriate
title abstracts and recording of those abstracts
with Ramsey County.
City Planner Herman stated the City will be seeing more
of these unique requests for odd shaped lots.
Motion /Second: Hankner /Blanchard to approve Resolution
No. 2353, approving the minor subdivision for W. E.
Rosenquist, at 8380 Spring Lake Road, and waive the
reading.
City Planner Herman explained a conditional use
permit had been approved a few months ago for Otis
Newton, and he would like to rearrange the placement
of his home and have it face Fairchild, which
necessitates an address change.

Clerk /Administrator Pauley reviewed Public Works
Director Minetor's memo of July 11 to the City Council
regarding the bid award for the sanitary sewer repair
on Silver Lake Road between Woodcrest Drive and Wood
dale Drive. He stated that after conferring with SBH,
Staff would recommend accepting the low bid with the
PVC alternate. He also pointed out the agreement
calls for the County to reimburse the City for
surfacing costs in a total amount of $32,966, which
represents 50 percent of the bid price for road work.
Motion /Second: Quick /Hankner to award the contract
for sanitary sewer replacement on Silver I-ke Road
(City project #88 -1) to B &D Underground, Inc., in the
amount of $176,137, and establish a construction con-
tingency of 10 percent, for a total project cost of
$193,750.70.

Clerk /Administrator Pauley stated the entire strip
of Silver Lake Road between Woodcrest and County Road
H2 would have to be shut down during this work, and
notices would be sent out and signs posted in advance.
Attorney Meyers had no report.
Councilmember Quick had no report.
Councilmember Blanchard asked for an update on the
recycling program.
City Planner Herman reviewed the statistics from
the first pick -up, with 11.4 tons being picked up
from 322 households, which represents 7 percent of
the City. She stated the majority of what was picked
up was newspapers, and they hope for better participa-
tion next week.
Councilmember Hankner asked if there was another way,
other than a brochure, to remind people how to sort,
and she suggested an insert in the water billing, which
people could post on their refrigerator door.
City Planner Herman stated they hope to send out a
flyev within the next few months, perhaps using the
=Boy Scouts to deliver it. She added it would not be
possible to send it with the water billings, as those
are postcards, and the postage cost would increase it
they changed the format.

Councilmember Blanchard reminded everyone of the 30th
Anniversary kick -off, with the free dance at the Bel.
Rae Ballroom, with the purchase cf a button, where
Staff and the Council will be the waiters and waitresses.
Councilmember Hankner asked if dates of the next Councilmember
School Board meetings were available. Hankner
Clerk /Administrator Pauley replied the dates of July
26, 27 and 28, and August 2, 3 and 4 have been pro-
posed by the School Board, and the Council is to
choose two or three, then the Board will select the
final date. The Council agreed on July 28 or August
2. Clerk /Administrator Pauley will get back to them
with those dates.
Councilmember Hankner asked for a clarification of
the resolution the Council had passed on June 27
regarding the County Road J access. Clerk /Admini-
strator Pauley explained the resolution gives
recommendations but leaves the final decision up to
MnDOT.
Councilmember Hankner reported five of the nine
positions on the Environmental Quality Task Force
have been filled, and she would like Public Works
',Director Minetor to set up the first meeting and get
them started, and have them get their organizational
details established. She added she has received one
further application, which she has with her tonight,
and has two others that are not with her.
It was the Council's determination to wait and look
at all the applications at the next meeting.
Councilmember Wuori apologized on behalf of the Mounds
View Community Theater Board for the misprint in the
City newsletter regarding ticket prices. The correct
prices are $5 for students and senior citizens, and
$6 for adults.
Councilmember Wuori stated she feels it would be
appropriate to have the Environmental Quality Task
Force begin work on the drought situation, by investi-
gating its impact on water usage in Mounds View and its
aquifers and looking into conservation methods and what
other cities are doing. She stated this information needs
to get back to the citizens so everyone can work towards
irnprnving the situation.
It was the recommendation of the Council that the
Environmental Quality Task Force look into the drought
situation and come up with recommendations on what the
citizens cf Mounds View can do.

Mayor Linke reminded everyone of the Mayors reception
on July 16 at City Hall, from 6:30 to 8:00 PM. They
have invited retired City Staff, and past Councilmembers
and Mayors, and the community is invited to stop in to
visit with them. He also reminded everyone of the
Festival in the Park, on July 17.
Clerk /Administrator Pauley reviewed the bid opening 17. Report of
for the Mounds View Business Park street lighting. He Clerk/
added this has been reviewed by the City Engineer, who Administrator
concurs with Merila Associates recommendation in the
bid award.
Motion /Second: Quick /Hankner to award the contract for
the Mounds View Business Park street lighting to the
low bidder, Gephart Electric Company, Inc., in the
amount of $58,705.

Clerk /Administrator Pauley reported the City has been
negotiating with MnDOT to get the final details
settled in allowing the City to have a signalized
intersection at Highway 10 and Woodale Drive, and
after the agreement is signed by the City and State,
they will be able to proceed. They hope to have
the work completed by November, 1988.

No. 2356, regarding Highway 10 /Woodale Drive signa-
lized intersection agreement with MnDOT, and waive
the reading.

Clerk /Administrator Pauley reported Staff is looking
forward to the dance on July 13 and the Festival in
the Park on July 17.
City Planner Herman advised the Planning Commission
has two vacancies which need to be filled, and on
behalf of the Planning Commission, she requested that
those vacancies be posted and applications solicited
to fill the spots.
It was noted that the video tape, "Celebrate 1990"
would be televised immediately following the Council
meeting, as well as at later dates.

Mayor Linke adjourned the meeti at 7:46 18. Adjournment
