38 Mayor Linke opened the Public Hearing at 7:05 p.m.

40 Samantha Orduno, City Administrator explained the purpose of the
41 Long Term Financial Plan describing it as framework providing a
42 reasonable estimate of operational and capital costs for the next
43 five years.

45 Don Brager, Finance Director summarized the revenues, expenditures
46 and predictions contained in the Long Term Financial Plan for the
47 next five years.

Councilmember Trude stated that Council critically focused on 1996
costs and shifted many items into the future. Trude explained that
the Long Term Financial Plan will come before the Council for
consideration of adoption on August 21, 1995. (The August 14, 1995
Regular Meeting has been changed to August 21, 1995.)
Mayor Linke closed the public hearing at 7:18 p.m.

COUNCIL BUSINESS
A. Continued Discussion of Assessment Policy Staff Report No
95-1412C
Mike Ulrich, Public Works Director, reported that further
investigation was conducted to find the similarities and
differences in the City Charter, City Code, and Assessment
Policy and staff came to the conclusion that amending the
current Code, Chapter 202 would be a more appropriate measure
than pursuing a new assessment policy. Ulrich explained that
revising Chapter 202 will simplify and clarify the assessment
procedures.
Ulrich recommended that the Council deny Ordinance No. 560
and that staff then could begin preparing an amendment to
Chapter 202 of the City Code. Ulrich stated that Council
could then set a public hearing for August 21, 1995.
Hanker asked if Duane McCarty brought in his answers to how
the Assessment Policy and Chapter 202 could be melted
together.
Ulrich responded that Mr. McCarty had not brought any
information to staff.
Councilmember Trude reported that she has received many calls
on the status of the assessment policy.
Councilmember Hankner stated that the Council is still
negotiating and reaching a consensus.

1 B. Consideration of Resolution No. 4792 Approving Membership in
2 the Anoka County Chamber of Commerce, Staff Report No. 95-
3 1413C

5 Samantha Orduno, City Administrator, reported that the City
6 should consider membership in the Anoka County Chamber of
7 Commerce because of its benefits to the City. The Chamber has
8 established a Hotel Task Force to focus on the issue of
9 attracting a hotel/conference center to the City of Mounds
10 View. The Chamber recognizes the need for a hotel/conference
it center and would financially support a market feasibility
12 study.

14 Mayor Linke stated that the Anoka Chamber had been working to
i5 put a hotel/conference center in their area for a number of
16 years and have had difficulties, but have looked at the Mounds
17 View area and felt that this Mounds View is a desirable
18 location.

20 Samantha Orduno indicated that Mounds View is the introduction
21 to Anoka County geographically.
Councilmember Trude stated that a hotel/conference center
would be a real boost to the economy.

31 C. _Consideration of Resolution No. 4791, Request for Minor
32 Subdivision, Susan Powell, 7474/7490 Knollwood Drive, Planning
33 Case No. 420-95, Staff Retort No. 95-1414C

35 Joyce Pruitt, Code Enforcement Officer, reported that Sue
36 Powell, 7474/7490 Knollwood Drive had made application for a
37 minor subdivision of her property in combination with the
38 ~ proper immediately north of hers at 7490 Knollwood Drive.
39 Staff has reviewed the application and the proposal meets all
40 requirements of Title 1200 of the Municipal code as it relates
41 ~ to subdivisions. Pruitt stated that the property owner must
42 ~ pay a park dedication fee of $100 and the registered land
43 ~; survey be recorded with Ramsey County within sixty days of
44 final adoption.

46 Mayor Linke introduced Joyce Pruitt as the City's Code
Enforcement Officer.

8 Dawn Postudensek, the new Administrative Intern and welcomed
9 her as a new addition to City Staff.

11 Mayor Linke stated that Dawn will be filling the previous
12 Administrative Assistant's shoes.

14 D. Consideration of .Hiring of Cable TV Technician, Staff Report
15 No. 95-1415C

17 Samantha Orduno, City Administrator, reported that Jerry
18 Skelly accepted a full time position with another company,
19 however, Jerry has been performing the basic cable producing
20 functions. Mary Saarion, Director of Parks, Recreation and
21 Forestry, Jerry Skelly, Sr., Cable Commission Member, Dale
Irving, and City personnel staff interviewed four candidates.
Cynthia Johnson was determined to be the best candidate for
the position. Orduno presented Johnson's background and
25 reported that all reference checks were satisfactory. Orduno
26 quoted the salary ranges for this position and indicated that
27 staff is recommending Ms. Johnson begin at Step 3 which is
28 $10.13 per hour at twenty hours per week.

30 Mayor Linke stated that the monies for this hire come from the
31 Cable Franchise Fees.

33 Orduno stated that the Cable Franchise Fee Fund is a
34 restricted fund and can be used only for cable TV operations.

41 E. Consideration of Water Meter Chanc~eout Proposal, Staff Report

44 Mike Ulrich, Public Works Director, provided the historical
45 background on the water meters and what the issues are facing
46 the Council regarding the meters:
47
1) meters aging (most installed in 1960)
4 2) inaccurate meters (meters just stop functioning)

1 4) data input takes a lot of staff time
2 5) hiring of readers - not being properly read, hard time
3 getting permission and time to enter homes

9 Ulrich explained that an RFP was sent out approximately four
10 months ago and staff selected the most efficient proposal
11 received. Random water meter readings were taken. The
12 commercial meters were running approximately 94$ accurate and
13 residential were running approximately 98~ accurate.
14
15 Councilmember Hankner stated that the Council has begun long
16 range planning instead of doing crisis management and that the
17 water meter system does have to be taken care of.
18
19 Mayor Linke stated that the Council has three options before
20 them. The proposals are:
21
o Change out all meters to phone read:
$830,000 Total Cost of Project
25 $500,000 Loan from Special Projects Fund (to be
26 paid back at 7% for 12 years)
27
28 $330,000 WAC Fund Contribution
29
30 Projected increased revenue: $31,500

32 o Change out Commercial accounts to phone read; residential

44 Councilmember Trude commented that she thinks a public hearing
45 should be held on this item to get input from the public and
46 that no action be taken at tonight's meeting. She commented
4 that this is the largest expenditure proposed since she was
elected and served on the Council.

1 Councilmember Hankner commented that it was reported at a
2 previous meeting that surrounding cities were also looking at
3 purchasing similar systems.

5 Ulrich reported that New Brighton went to touch read last
6 year. Mounds went to touch read. Arden Hills is looking at an
7 AMR system and St. Paul/Minneapolis is looking at phone read.
8
9 Hankner asked if it were decided to replace meters, is there
10 a chance that perhaps we could join into the process with
it Arden Hills.

13 Councilmember Trude commented that she had spoken to Arden
14 Hills Councilmembers and that they have taken no action,
15 therefore, this means that there is no time parameters for
26 Mounds View.

18 Councilmember Blanchard stated that she agreed with
19 Councilmember Trude in that the Council should take no action
20 on this item tonight and get information out to the Public.
21 Blanchard stated that the Council should postpone for one
2 month and get information to the public.
Councilmember Hankner stated that the City should look into
25 what neighboring cities are buying for future reasons such as
26 possible integration.

28 Councilmember Quick asked how many meters could the City
29 continue to use?

31 Mike Ulrich stated approximately $100. ';;°~'~

33 Rodney Kirtz, 2808 Ardan asked if there is such a thing as a
34 laser gun read.
35
36 Mike Ulrich replied that what this probably is, is a radio
37 read through a drive by.

39 Kirtz also commented that he is a builder and that a lot of
40 the communities that he does work in are putting exterior
41 readers on the house. 90~ of the builders are installing the
42 readers.

44 Kirtz asked how many commercial meters are in the City?
45
46 Linke commented that phone readers would be approximately
47 $300/household which two-thirds of the meters will need to be
replaced.

I Rod Kirtz asked what would happen if the homeowner has a
2 completely finished off basement?

4 Mayor Linke stated that in those cases perhaps an additional
5 $25.00 charge would be charged to put radio read in those
6 homes.

8 Bi11 Werner stated that there is not enough information given
9 to the public on this item. What is the $30,000 loss? Werner
10 stated that the public needs to know the effects of all three
11 options. Werner asked Hankner if she already decided that new
12 meters were going to be put in.
13
14 Linke explained that he was also in support of new meters
15 because of the percentage of loss of revenue. The City is
16 losing $30,000 in lost revenue.

18 Bill Werner again asked where the losses were occurring.
19
20 Ulrich responded that the residential readers are running at
21 98~ and the commercial meters are running at 94~.
22
Bill Werner stated that adjustments could be made on the fees.
Perhaps the City should do monthly readings or weekly
25 readings. The public does not need to be checked on monthly or
26 weekly or quarterly, how about a reading in five years?
27 Werner stated that he believes that the people are giving good
28 readings and what does the comment, in case we get integrated
29 with other cities, mean?

31 Hankner stated to Mr. Werner that no bogus games were going on
32 and that the Council as human beings discusses items in
33 detail. Hankner stated that is the way that each member can
34 give and receive opinions and that what is said should not be
35 held against the Council until a decision has been made.
36 Hankner stated that Mr. Werner should attend the meetings more
37 frequently instead of receiving bits and pieces of
38 information. Hankner stated that the Council stays for many
39 hours at meetings and attends many meetings which is a very
40 large commitment. Hankner also stated that the Council counts
41 on staff for information. Council is not trying to pull any
42 charade. Hankner again encouraged Werner to take the time to
43 be involved and that it would be understood that something has
44 to be done to the water meter program.

46 Werner stated that bigger and newer is better.

Councilmember Trude stated that perhaps a pamphlet should come
out.

1 Councilmember Trude asked if NSP and the City would use one
2 computer.

6 Werner stated that the Council is just playing fun and games
7 and to let the people know when they are serious.

9 Councilmember Blanchard stated that this is not a fun issue.
10
11 Werner stated that there should be a summary sheet for the
12 public. Werner stated that the negative side should be
13 presented more frequently.
14
15 Linke stated that these items are not Samantha's
16 responsibility, but Council's. The Council has to let the
17 residents know what they are using to make decisions. Council
18 needs to know what is the basis for the decision making and
19 why.
20
21 Barry Tannenbaum, 8060 Red Oak Drive, wanted to thank the
2 Council and make a suggestion. Does not want to come to the
meetings and hear the Council explain what they are
responsible for and what their jobs are. Council should put
25 out a pamphlet on the water meter changeout proposal. Also he
26 asked:

28 1. Is the touch reader the box with the pins on the outside
29 of the homes?
30
31 2. Has a cost benefit analysis been done?
32
33 3. Is there any ecological benefit?
34
35 4. If government were to get an ecological benefit could it
36 be used to payback part of the loan?
37
38 Ulrich explained that he spoke to staff at Mound and there
39 financial benefit has been met.
40
41 Barry stated that he would like to see something better than
42 a report of a phone conversation. He would like to see it
43 proven with figures.

45 Samantha Orduno stated that if Mound's revenue increased and
46 met the goal and St. Paul was called, which is a very
47 different type of City, what would that say?
Barry stated that he is a statistician and that his answer to
50 that would be how was the sample taken and theoretically he

1 would like to see the study when it was completed. Barry
2 stated that he is a strong ecologically-minded person.

4 Linke stated that Mounds View has 2 times what the average
5 flow is.

7 Barry stated that he would still like to see the studies.

9 Dave Jahnke stated that he had studied the documents provided
10 to him and would ask Council to delay any action and let the
11 public have input. Council could possible wait one more
12 month.

14 Rod Kirtz asked if the SAC charge is based on the WAC charge.
15
16 Linke explained that the WAC charge is set up by the MWCC.
17
18 Rod Kirtz stated that he had heard from several building
19 inspectors not to hook up drain the systems to sewer systems .
20 If WAC is increased then SAC is also increased?
21
22 Linke stated that the City is not increasing WAC.
Rod Kirtz stated that if more income is created if meters are
25 charged out than that will increase WAC which will also
26 increase SAC.

28 Linke stated that the WAC charge is a flat fee.

30 Rhonda Smeija asked if the public would be getting more
31 information before a decision is made.

33 Mayor Linke commented that he supports holding off.
34
35 Smeja also asked a question regarding the fact that the meters
36 are running 98% and there are 2900 residential meters which
37 there is a loss of $32,000 which she divided by 2900 to come
38 up with $11.00 per year which would pay the $32,000.
39 Smeja asked if the meters couldn't be changed out as the
40 houses are sold rather than all at once.

42 Linke explained that the meters will keep getting worse and
43 the houses aren't turned over that quickly. The meters are
44 only a mechanical piece of equipment. Linke commented that
45 his was put in 1952 and he would be surprised if it were
46 running at 92%. To his knowledge, his meter has never been
47 worked on.
Smeija asked what the WAC fund is used for.

1 Ulrich replied that it is used for system improvements.

3 Smeja asked when the WAC fund was instituted. Did all
4 homeowners have to pay this charge?

6 Councilmember Trude again stated that she would like to see
7 action postponed and staff could prepare information to be
8 delivered to the public. Council could hold a public hearing
9 possible at the August 21 meeting or maybe in September.

11 Councilmember Quick stated that it would not be a public
12 hearing, but an informational meeting.
13
14 Councilmember Trude stated that staff would need a reasonable
15 deadline.
16
17 Samantha indicated that she felt it was possible to put a
18 special informational brochure together to mail to the public
19 and hold an informational meeting on August 21.

33 F. Consideration of Stop Siqn Installation Staff ReQort No 95-

36 Mike Ulrich, Director of Public Works, stated that a request
37 for a stop sign installation at the intersection of Ardan
38 Avenue and Fairchild Avenue was received by the City.
39
40 Rod Kirtz, 2808 Ardan Avenue, summarized that the bike path
41 and walkway path signs were ignored and that people do not
42 adhere to them. Mr. Kirtz indicated that he felt there was a
43 need for a stop sign at this location due to the speed of the
44 vehicles.

46 Charlynn Robertson, 2757 Ardan Avenue, addressed the Council
47 emphasizing the need to look at the "big" picture in
relationship to the issue. Robertson spoke about the safety
of the elderly and disabled residents in the direct area with
50 regard to teen drivers speeding at this location. Robertson

stated that she had witnessed on several occasions negligent
driving actions, but she felt that everyone needs to realize
that it is not the City's problem alone and that all persons
need to take responsibility for safety. Robertson indicated
that this was more than a safety issue that it dealt with the
parents being a role model for their children and teaching
their children safe methods for crossing streets, riding bikes
and driving vehicles.
Councilmember Trude stated that Park and Recreation was
conducting a safety camp next week and that perhaps the Police
Department could use the safety camp information in teaching
children about safety.
Mayor Linke indicated the stop signs will not help unless
the adults become mentors for children regarding safety
issues. Linke stated that stop signs can project a false
sense of security. Linke reaffirmed that he did not think
stop signs were the answer and that education regarding safety
is the issue.
MOTION/SECOND: Hankner/Quick to Install the Stop Sign at
Ardan and Fairchild Avenues and Direct Staff to Research
Ways to Conduct a City-wide Adult and Children Safety Program
and Promotion Campaign on Safety
Councilmember Blanchard stated that she will vote for this
proposal, however, she stated that she felt it would make no
difference unless persons begin taking responsibility for
educating their children.
Council discussed the wording of the motion.
The motion was made to Install the Stop Sign at Ardan and
Fairchild Avenues and Initiate, Develop and Implement an
Adult/Child/Teen Safety Workshop to Promote Responsibility,
Accountability and Safety Awareness
Mayor Linke asked Councilmember Quick, who seconded the
motion, if he was in agreement with the new motion.
Councilmember Quick answered in the affirmative.
Mayor Linke reiterated that installation of stop signs was
not the answer to the problems and the safety education was
very important.

G. Consideration of Authorizing Staff to Install Netting at Golf
Course at a Cost Not To Exceed 518,000
Mary Saarion, Director of Parks, Recreation and Forestry,
reported that the netting at the golf course was needed to
prevent golf balls from damaging equipment parked at Blaine
Brother's Trucking Firm. Saarion requested Council to approve

Councilmember Trude:
a. Reported that she had heard many compliments
and verbally thanked all of those who were involved
in the organization of the Festival. The Festival
helps to promote our community.
b. Attended a meeting regarding the use of the arsenal
land. This group will be meeting until October and
will make a decision on the best use of the land.
Trude reported that Ardan Hills had hired an outside
planning agency who has prepared four different
proposals for the use of this land for natural uses
and passive recreation.
Report of Mayor Linke:
Mayor Linke listed all persons who volunteered their time to work
on the Festival and verbally thanked all of those volunteers.
Linke also gave statistics on attendance and commented on the
parade and its organization.
