HomeMy WebLinkAboutResolution 7725 RESOLUTION NO. 7725 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVAL TO INITIATE THE PROCESS TO FILL THE PENDING VACANT ACCOUNTANT POSITION WHEREAS, the Mounds View Finance Department will have a vacancy in the Accountant position effective April 22, 2011, due to the planned retirement of the incumbent; and WHEREAS, the Accountant position is an essential and vital position in the operations of the finance department by handling many of the day -to -day operations of the department; and WHEREAS, it would be beneficial for the City to hire a replacement before the incumbent retires to take advantage of the incumbent's skills and knowledge to assist in training the replacement accountant to make the transition as smooth as possible; and WHEREAS, it may take several months to fill the pending position vacancy. NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby authorize initiating the process to fill the pending vacancy and authorize advertising for the position of accountant. Adopted this 24th day of January 2011. 0 4 7 Joe ahe y, or ATTEST: �j (/YYL,�� Jim Ericson, City Administrator (seal) POSITION DESCRIPTION Position Title: Accountant Department: Finance Accountable To: Finance Director Status: Exempt PRIMARY OBJECTIVE OF POSITION Performs technical and administrative accounting work in maintaining the fiscal records and systems of the City and in preparing accurate and timely reports to management, City Council and general public. SUPERVISION RECEIVED Works under the general guidance and direction of the Finance Director. SUPERVISION EXERCISED May supervise administrative or accounting clerks or other part-time or temporary staff as assigned. ESSENTIAL DUTIES AND RESPONSIBILITIES Prepares periodic reports. Assists in the preparation of the annual financial report and other County, State, or Federal reports. Makes journal entries to balance and close monthly /yearly books in general ledger, revenue and expense accounts; reconciles general ledger and subsidiary accounts. Prepares financial reports on water, sewer, storm water, and street light revenues and expenses. Performs periodic financial studies and analyses. Assists the Finance Director in the operation and maintenance of the City's central financial computer system. Maintains accounts receivable and other subsidiary records. Assists in preparation of year -end reports. Prepares monthly and other financial reports to assist management and governing bodies in evaluating the financial condition of the City. Prepares trial balances, audit schedules, work papers, and other information to assist auditors in performing audits of city accounts /activities. Reviews invoices for payment to ensure propriety, investigates and resolves discrepancies and processes invoices for timely payments. Reconciles all bank statements and follows through to resolve discrepancies that may occur. Monitors daily cash flow activities and transfers monies to ensure proper account balances. PERIPHERAL DUTIES Provides back -up to other related positions including payroll processing. Communicates with the Finance Director the performance of other staff within the department. Assists other staff within the department in developing and achieving their full potential by communicating policies and duties, providing guidance and direction, preparing them for additional duties as they become available, and setting desired standards for conduct and work performance. MINIMUM QUALIFICATIONS Education and Experience: (A) Graduation from an accredited four -year college or university with a degree in accounting, finance, business or public administration, or a closely related field, and (B) One (1) year of progressively responsible municipal accounting or finance work, or (C) Any equivalent combination of education and experience. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES (A) Working knowledge of modern governmental accounting theory, principles, and practices; considerable knowledge of internal control procedures and management information systems; working knowledge of office automation and computerized financial applications; some knowledge of public finance and fiscal planning; working knowledge of payroll and accounts payable functions; considerable knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP and GASB; (B) Skill in operating the listed tools and equipment; (C) Ability to prepare and analyze complex financial reports; ability to maintain efficient and effective financial systems and procedures; ability to accurately account for city funds; ability to establish and maintain effective working relationships with employees, and city officials; ability to communicate effectively, orally and in writing. SPECIAL REQUIREMENTS None. TOOLS AND EQUIPMENT USED Personal computer, including spreadsheet and word processing software; central financial computer system; telephone; 10 -key calculator; copy machine.
