HomeMy WebLinkAboutResolution 7760 RESOLUTION NO. 7760 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION AUTHORIZING THE ELIMINATION (LAYOFF) OF THE COMMUNITY DEVELOPMENT DIRECTOR POSITION HELD BY KENNETH ROBERTS AND PROVIDING FOR SEVERANCE WHEREAS, the City Council has directed the City Administrator to evaluate staffing and make recommendations that would result in a potential reduction in workforce and a reduction in budget expenditures; and, WHEREAS, revenues in the Community Development Department, collected through building permit, planning fees, plan review fees and contractor licenses, have decreased substantially over the last two years; and, WHEREAS, as a result of market forces and a poor economy, the volume of building and planning activity within said Department has decreased substantially over the last two years; and, WHEREAS, as a result of the decreased revenue and the decreased activity, it has become evident that the Community Development Department has more staff than presently necessary; and, WHEREAS, in recognition of certain factors including duties, responsibilities, longevity and compensation, in combination with the reduced departmental workload, the City Administrator has determined that the position of Community Development Director, currently held by Kenneth Roberts, can no longer be supported; and, WHEREAS, Section 4.15 of the City's Personnel Policy provides that the "City Administrator, with the approval of the City Council, may lay -off any employee whenever such action is deemed necessary by reason of shortage of work funds, the elimination of the position, changes in the organization, or other causes." NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council hereby authorizes the City Administrator to eliminate the Community Development Director position by means of layoff. BE IT FURTHER RESOLVED, that last day of employment of Mr. Kenneth Roberts shall be April 11, 2011, and the last day of work shall be March 28, 2011, as specified in the Notice of Layoff provided to said employee. BE IT FURTHER RESOLVED, Mr. Roberts shall receive a severance payment of one week's pay for each complete year of service plus any unused floating holidays, and be accorded all other severance benefits as provided in the City's Personnel Policy subject to the terms and conditions therein. Resolution 7760 March 28, 2011 Page 2 NOW THEREFORE BE IT FINALLY RESOLVED, that the City Administrator will assume supervisory oversight of the Community Development Department with certain duties being assumed by the remaining department staff and the City Administrator, as needed.
