HomeMy WebLinkAboutgr00090_000001_pg3434 November 18, 1958 A special meeting of the Village Council of the Village of Mounds View was called to order by Mayor Gibson at 8:01 p.m. on November 18, 1958, at the Village Hall, 1450 West Highway 96. The following members were present: Mayor: James W. Gibson Clerk: Martha Irvine Trustees: John L. Sullivan Reuben G. Achterkirch Ingram C. Rustad and the following were also present: Deputy Clerk: Mary Jean Milbrandt Legal Counsel: Richard Meyers Motion by Sullivan, seconded by Achterkirch, to approve minutes of November 3rd meeting as read. Motion by Irvine, seconded by Achterkirch, that the Council concur with the Planning Committee recommendation contained in October 9 Planning Committee minutes with reference to sub—standard homes, and the Building Inspector be instructed to comply with the Building Code and Zoning ordinance in connection with the threecases referred to the Council. 5 ayes. The regular meeting for December was set for December 3 to permit Arden Hills use of the Hall for election purposes on the 2nd. Motion by Rustad, seconded by Irvine, to give permission for Donald Flink to occupy a trailer at 8255 Red Oak Drive for a period up to 90 days. The Council pointed out that this was a hardship case and that granting special permission for occupancy of trailers was contrary to Council policy. 5 ayes. Motion by Sullivan, seconded by Achterkirch, to have Bam Dalberg submit bond of $500.00 to the Village for grading and surfacing of Gloria Circle, the bill to be paid when the road is accepted. 5 ayes. Melford Christensen, 5493 Erickson Road, expressed concern over the storm sewer study which had been approved by the Council at a previous meeting. He stated that he felt the fee was excessive for the amount of work being done and that there also would be a duplication of work which had previously been done. Trustee Rustad pointed out that the matter had already been looked into and the study authorized. Mayor Gibson informed the Council that he personally could obtain most of the information free of charge, that another engineer had made an informal commitment to make the study for a total cost not to exceed $500, and recommended that the Council rescind its previous action. Mrs. Irvine raised the questions of involvement in legal contract, and also pointed out that the question to be looked into again was what information was a matter of public record. Upon advice of the Attorney and Mayor, the motion was made by Sullivan, seconded by Irvine, to instruct the Clerk to write a letter to Engineer Bonestroo asking him to suspend work on the storm sewer study until further discussion can be held between himself and the Council, and that a committee be appointed to look into the matter. 4 ayes; Achterkirch, no. The following will serve on the committee: Mrs. Irvine, Mr. Christensen, Mr. Rusted, and Mr. Gibson.
