December 16, 1958
A special meeting of the Village Council of the Village of Mounds View was
called to order by Mayor Gibson at 9:08 P.M. on December 16, 1958, at the Village
Hall, 1450 W. Highway 96.
The following members were present:
Mayor: James W. Gibson
Clerk: Martha Irvine
Trustees: John L. Sullivan
Reuben G. Achterkirch
Ingram C. Rustad
and the following were also present:
Deputy Clerk: Mary Jean Milbrandt
Legal Counsel: Richard Meyers
1. Mr. Kinne and Mr. Bengston representing the hospital survey committee were
informed that the Council was unanimously against a hospital survey at this time.
2. The minutes of the December 3rd meeting were read. The minutes were corrected
with regard to the division of lots as requested by Mr. Gustafson to read as follows:
No. 2. Lot 138 except the W 131'. Motion by Sullivan seconded by Achterkirch to
approve minutes as amended.
3. The Clerk was instructed to request the Board of County Commissioners to write
a letter explaining the error in the mileage allowed Mounds View for the Village
apportionment from the County Road and Bridge Fund.
4. Motion by Irvine, seconded by Rustad to have the attorney draw up an agreement
with the St. Paul Water Department with regard to their property at Haugen's Addition.
5. James Mahoney instructed to proceed drawing up bonds for the Clerk, Deputy
Clerk and Justice of Peace in the same amounts as the past and a bond for the Building
Inspector at the minimum amount.
6. The Health and Public Safety Committee to continue to pursue the garbage
collection study and obtain information from Columbia Heights and White Bear.
7. Planning Committee:
Motion by Sullivan, seconded by Irvine to concur with the recommendation of the
Planning Committee concerning Case 58 -6 and approve Plan "B" as a preliminary plat.
Letter to be written to Mr. Bentrup informing him that he may add an additional lot
on the most Westerly end of the Block on the North side of the street if he wishes.

The Planning Committee will hold regular meetings the 4th Tuesday of each
month at the Village Hall.
Motion by Sullivan, seconded by Achterkirch to approve adoption of forms and
procedures as outlined in Planning Report #4. 5 ayes.
Motion by Sullivan, seconded by Achterkirch to refer the suggested Planning
Commission Ordinance to the attorney for checking. Attorney to give opinion at the
January 6th meeting. 5 ayes.
