83 <br />July 7, 1959 <br />The regular meeting of the Mounds View Village Council was called to order by <br />Mayor, James W. Gibson at 7 :02 P.M. on July 7, 1959, at the Village Hall, 1450 West <br />Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Earl E. Smith <br />Trustees: Melford C. Christensen <br />John L. Sullivan <br />Engineer E. V. Comstock <br />Legal Councel: Richard Meyers <br />Deputy Clerk: Betty Walbridge <br />and the following member was absent: <br />Trustee: Reuben G. Achterkirch <br />The hearing for the,rezoning of the property between Highway 8 and 10 known as the <br />Raymond Skiba property was opened and Mr. Howard Dalgren, Professional Planner for the <br />village of Mounds View, gave his report concerning the rezoning of this property. Mr. Glisan, <br />representing the Glisan Reality, was present and presented his arguments for rezoning this <br />property on behalf of Mr. Raymond Skiba under agreement with Mr. Glisan for the sale of the <br />property in question. After a discussion, lasting approximately an hour and fifteen <br />minutes, motion by Smith, seconded by Christensen, to deny rezoning of this property from <br />farm residential to business as requested until a plan is submitted to the council showing <br />definite use of the land which is compatable with the rezoning plan recommended by the <br />planning commission. Smith, Christensen, Sullivan, aye; Gibson, no. Motion carried. <br />Mr. McFadden and Mr. McCubrey, of the State Highway Department, appeared before the <br />council and stated that no changes had been recommended by the State Highway Department <br />on the service road requested by the council between County Road I running parallel with <br />Highway 8 and leading into the proposed shopping center. Mr. William Debbit, attorney with <br />the firm of Alan and Courtney, then requested the floor and stated that he represented <br />Mr. Walter Skiba and his interests in the requesting of this service road. As stated <br />previously in other council meetings Mr. Debbit pointed out that without the service <br />road the State Highway Department would deprive and cut off Mr. Skiba from access to any <br />road in the village. The council decided that action taken previously in denying approval <br />of the plans as they are now drawn by the State Highway Department should be upheld and <br />approval of such plans not be granted until the service road is approved by the State <br />Highway Department. <br />Mr. Thompson, of the St. Paul Water Works, appeared before the council with Mr. <br />Peterson, of Lametti Construction Company, Mr. Thilman and Mr. Barr regarding the placement <br />of the pipeline along County Road 1 which has reportedly caused sewer and water trouble <br />in the vicinity of that pipeline. Mr. Barr stated that he had investigated the area along <br />the pipeline and found that pumping of the water by Lametti Construction Company cannot <br />create water or sewer trouble in the immediate area adjacent to the pipeline. A letter <br />from Mr. Meyer, the consultant engineer for Lametti Construction Company, was read by <br />Mayor Gibson which substantiated the findings by Barr. Clerk Smith was requested to <br />obtain a report from Mr. Paul Johnson of the State Wealth Department . regarding the tests <br />which were made in the village for contamination of water and render a copy of this report <br />to Lametti Construction Company. <br />
