August 4, 1959 93 <br />The regular meeting of the Mounds View Village Council was called to order <br />by Mayor James W. Gibson at 8:00 P.M. on August 4, 1959, at the Village Hall, 1450 West <br />Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson. <br />Clerk: Earl E. Smith <br />Trustees: Melford C. Christensen <br />John L. Sullivan <br />Donald Hodges <br />Legal Councel: Richard. Meyers <br />Deruty Clerk: Betty Walbridge <br />Treasurer: Irene Edberg <br />Mr. Phil Dunning, of Hart Trailer Sales of Long Prairie, Minnesota, appeared <br />before the council in regard to installation of a travel trailer sales and service at the <br />southeast intersection of County Road H2 and Highway 10. Motion by Sullivan, seconded <br />by Hodges to concur with the Planning Commission to issue a special use permit for the <br />operation of said travel trailer .sales at said location for a period of 12 months and that <br />renewal of this permit should be requested within 60 days of expiration of this permit. <br />It is also mutually agreed that in accordance with provisions to be stated in the permit <br />that repairs to trailers conducted on the premises of the site in question will be of a very <br />minor nature and that the majority of repairs and maintenance to said trailers will be of <br />an inside variety rather than external repairs. Motion carried unanimously. <br />Mr. Robert Hook appeared before the council with Mr. Joe Lambert and Mr. Ted <br />Weineke regarding the rezoning of four acres on County Road 1, east of the Sunrise <br />Methodist church from farm residential to Class C Residential for the purpose of building <br />apartment houses, Mr. Lambert and Mr. Weineke have land adjoining the property to be <br />rezoned and they were agreeable with the placement of apartment buildingson this property. <br />Mr. Hook agreed to abide by the subdivision regulations currently to be passed by the <br />council. Motion by Sullivan, seconded by Hodges to concur with the recommendations of <br />the Planning Commission that the property in question be rezoned to Class C Residential <br />and that before building permits be issued on this property, a formal plat be submitted <br />to the council and in connection with this plat that there be a report from the engineer <br />as to the sewage disposal system and a recommendation of approval from the Planning <br />Consultant as to the off street parking space. Motion carried unanimously. <br />Mr. Perry Jacobson, of the Majestic Co., Inc., The Huntington, Industries, <br />Van Alstyne, of the McQuay Co. and Mr. Bill Ford, of Van—Packer Company appeared before <br />the council in regards to prefabricated chimneys. This matter was tabled until the council <br />can study government documents regarding such chimneys. <br />Mrs. Ruth White, of 1939 County Road I, appeared before the council regarding <br />her property on the east side of Spring Lake which extends out into the lake. Mrs White <br />had placed signs along the road stating that it was private property. Shortly after these <br />signs were placed they were taken down by unknown parties. It was suggested the police <br />department patrol the property to enforce or control the parking in that area and that <br />habitual violators be taken before 1rs. White who can sign a complaint against them and <br />take them into court. Mayor Gibson stated he would ask the county commissioner to place <br />some no parking signs on the west side of Spring Lake Road. <br />
