November 3, 1959
The regular meeting of the Mounds View Village Council was called to order
by Mayor James W. Gibson at 8:20 P.M. on November 3, 1959 at the Village Hall,
1450 West Highway 96.

Clerk Smith read the minutes of the October 20th meeting. Motion by
Christensen, seconded by Malvin to approve the minutes as read. Motion carried
unanimously.
Motion by Hodges, seconded by Gibson to appoint Mr. Dale Pierce as patrolman
_o the Police Department to serve a probation period of 60 days, said appointment
effective November 1st, 1959 at the salary of $50.00 per month. Motion amended by
Smith, seconded by Gibson to raise the salary of the newly appointed patrolman to
$75.00 per month. Motion and amended motion carried unanimously.
Police Chief Robertus submitted two letters to the council which were read
by Mayor Gibson. The first letter was directed to the members of the Police force
by Chief Robertus cautioning them to remain impartial and unbiased during the forth
coming election in December. The second letter was directed to motorists throughout
the village concerning children playing in the streets or walking on the side roads
who would be unaware of the presence of cars due to winter clothing shutting out the
sound of vehicles. The last letter to appear in both the Crier and the Bulletin
newspapers which will receive substantial circulation throughout the village. Mayor
Gibson read the police report for the month of October.
Mrs. Alice Frits, recreation chairman,appeared before the council and stated
that the had received estimates from the Garjac Construction Company for warming
houses which the Recreation Committee recommended placing on two skating rinks. Said
'sating houses would be approximately 15x20 foot in area, would have double doors,
planked flooring, a railing outside for the entrance into such warming house, and
a gas stove with some type of enclosure surrounding it and the price would be
approximately $800.00. Motion by Smith, seconded by Hodges that the village purchase
two warming houses and place them at the sites recommended by the Recreation Committee
designated as Hillview playground and Oakwood playground. Motion carried unanimously.
Mrs. Florence Peterson, of the Recreation Committee, appeared before the council
and stated that the committee had received a request for a skating rink on the
Greenfield playground. Mr. Simonson, 5909 Greenfield Avenue, also appeared before
the council to state his sentiments in regards to this matter. The Recreation
Committee recommended that no money be spent for a rink in the aforementioned area
this year as there is a rink within at least four blocks of this playground. Motion
by Malvin, seconded by Hodges that the council concur with the Recreation Committee's
