was not known at the time of certification which of the four judges could
work during the day.

Hodges then questioned whether all persons named as judges were serving in the'
own precinct where they vote. Smith stated that all were certified in their
own precinct. Upon call of roll on the motion all voted aye, motion carried.
Mayor Crane announced that the council had discussed and considered
that it would be best to change the form of Mounds View Government to Plan A.
Motion by Crane, seconded by Smith to include a proposition on the ballot to
change from the Standafjd Plan of Government to Optional Plan A. Mayor Crane
then stated that Plan A. calls for four elected Trustees, an appointed Clerk,
Treasurer and Assessor. It was pointed out however that in Ramsey County an
