The The regular meeting of the Mounds View Village Council was
called to order at 8:12 P.M. by Mayor Allan B. Crane on November 14,
1960, at the Red Oak School, located at Red Oak Drive and Sherwood
Road.
Members Present:
Mayor: Allan B. Crane
Clerk: Earl E. Smith
Trustee: Melford C. Christensen
Donald Hodges
Perry Malvin
Village Attorney: Richard Meyers
Village Engineer: Lester Knutson
Mayor Crane called for bidsfbr the police car and upon his
second call for bids declared the bids to be closed. Clerk
stated that he had received only one bid for the police car i.z ch
was read by him as received from the Midway Ford Company, 1850
University Avenue, St. Paul. Motion by Smith, seconded by Christensen
that the bid be rejected due to the fact that the bid was made for
a 1960 car instead of a 1961 vehicle as quoted in the specifications;
and that the council again advertise for bids. 5 ayes; motion carried
A discussion then followed on the date of closing of new bids and
whether or not the present car should be traded in. Motion by Crane
seconded by Malvin that December 12, 1960, 8 :00 P.M. be set as the
closing date for new bids on a 1961 police vehicle. 5 ayes for
approval; motion carried. The police commission members then stated
that they would contact dealers where possible and advise them of
the new closing date.
Mayor Crane asked for the reading of the minutes of the meeting
of September 26, 1960. Motion by Malvin, seconded by Christensen
that the minutes of the meeting of September 26 be approved without
reading as each member has had the minutes for study which was
received at the previous meeting. 5 ayes; motion carried.
The minutes of the meeting of September 29, 1960 were not
presented due to technical information to be received from the fiscal
agent concerning this meeting. Said minutes not yet prepared.
The minutes of the meeting of October 10 were read by Clerk
Smith and corrected to read that the fourth paragraph Page 4 show
that Mr. Malvin and not Mr. Christensen had received the request
from the school district to paint crosswalks at school corners and
etc.. Motion by Malvin, seconded by Hodges that the minutes of
October 10 be accepted as read and corrected. 5 ayes; motion carried.
The minutes of the October 24 meeting were read by Clerk Smith
and Mayor Crane stated that the third paragraph on Page 4 should read
that he abstained from voting on the motion in that paragraph.
Mayor Crane also corrected the fourth paragraph from the bottom of
the page regarding the motion for advertising for water department
