The regular meeting of the Mounds View Village Council was called
to order by Mayor Crane at 8:00 P.Mi August 14th, 1961 at the Red Oak
School, Sherwood Rd. and Red Oak Dr., Minneapolis, Uinnesota

Motion 'made by Hodges io accept minutes of July 24th meeting as
presented. ;Seconded by Malvin. 5 Ayes.
Motion made by Christensen to accept minutes of July 31st meeting
as presented. Seconded by Maivin. 5 Ayes.
The attorney read a motion that he drew up under the Council's
direction regarding water filtration contract.
Motion by Malvin to authorize execution of a contract with the
D.W. Hickey, upon the execution of an escrow agreement bet
Village of Mounds View and the Turbomatic Co. and the First State Bank
g 35,000.00 sty bonds
of New Brighton. The Escrow agreement shall cover
to g uarentee satisfactory performance of the filtration plant covered
by the contract and shall be in effect for three years from the
acceptance date.
The contract shall also embody the terms of a letter filed with

the Village from the Turbomatic Co. signed by H.M. Mueller and da
August 14th, 1961. Seconded by Christensen. 5 Ayes. motion carried.
Mrs. Ralph Peterson raised a question regarding the water availabilit-
date on project 1960-1 and 1960-2. She was of the opionion and several
others in attendance agreed, that the availability date should have been
six months after the notice was placed in the paper. After discussion
by Council members and others the attorney stated that the Council had
met the legal requirements of the Ordinance. Mayor Crane said that no
date for the $100.00 addition fee, that could be levied after Sept. 30th,
was set because the Council did not wish to enforce that position of the
Ordinance at this time.
Mr. & Mrs. Marvin. Olmstead, Wead, appear d before the' Council to register
a complaint regarding the Lambert Bali Field. Their home borders Me
playground on the East side and frequently foul balls are hit into thier
yard. They have given permission for the children to go around the
fence or have a portable stile available at games so the fence would not
be climbed on, but the fence still gets Caro' "ler and the owners are
frequently requested to chase balls for the players. They also stated
that some parents use foul language towards then and that small children
are using the area along their fence as a to":.iet.
