Mr. Skiba gave a report regarding a spot check of some of the
homes in the Village, suspected of using Village water without a
meter. At one home it was quite obvious that water had been hastily
disconnected, moments before the inspection. Another home was
definetly hooked up to the Village water system and was using water
without a meter, in direct violation of the ordinance. Skiba asked
the Council how they would like to handle this matter.
Mr. Blanchard stated that in his opinion there should be no
doubt about what course to follow as the law was broken and that
it was possible that another 20 or more people could be using the
water in the same manner, and he further stated that in his opinion
prosecution was the only course to take when dealing with a theif.

at some length by Council members.
Motion by Mayor Crane that the people admitting using Village
water without a meter or those where there is evidence of using water
without a meter be required to pay an amount to be determined by the
Village Clerk and the Water Superintendent, based on the normal use
from April 1, 1961L Seconded by Christensen. 4 Ayes.
Mr. James C. Schlichtman, President of the Mounds View Businessmens
Associations read a letter to the members of the Village Council and
presented the Village with a copy(on file) regarding their first
social etrent and extending an invitation to all to attend.
The meeting was recessed for ten minutes. Called to order at 10:55.
The Engineer reported on the easement for Fairchild Ave. for water
Project 1961 -1. He stated that two residents refused to grant the
easement required of 15 ft.
Mr. Geo. Porter,/980 Fairchild.- .stated _: that he ..would- al1owa maximum of
12.7 feet without condemnation providing the Village would guarantee
in writing to replace area as it was before water line installed.
Several questions were raised regarding the need of the easement
and the Engineer pointed out that 15 feet was the least the Village
could go.
Mr. Fred Rudulphi 8084 Fairchild Ave., stated that he could not
sign for an easement without reimbursement as this would cut down his
lot size to such an amount that he would only be able to subdivide
into two lots instead of three he would get at the present time.
Mr. Christensen stated that he felt the area would have to be
dropped from the project as it would be a minimum of 30 days after
condemnation before we could begin laying the water line and this
would hold up the project.
The Mayor informed those present that the entire cost of condemnation
could be assessed against the one street if the Council so desired.
Motion by Blanchard to delete the Fairchild Ave. portion of tLite
1961 -1 Water Project from the project and issue a change order on same.
Seconded by Christensen.
Mr. Ted Quien, 8045 Fairchild Ave. stated that he felt this
would not be fair to those on this street who had petitioned for water.
Upon call of the roll. 5 Ayes for approval.
