The attorney stated that the guarentee presented should be
included in the motion.
Mr. Hodges withdrew his second to allow motion to be
ammended. Mr. Blanchard ammended the motion so that the
completed motion reads as follows: that the council accept the
low bid of the D.W. Hickey Co. in the amount of ;44,660. for
the water filtration plant and that the quarentee presented
by the Turbomatic Co. shall become a part of the contract and
also bear the signature of an official of the D.U. Hickey Co.
Seconded by Hodges. Upon call of the roll the following members
voted aye- Christensen!, Malvin, Hodges, and Blanchard. Voting
naye- Crane. 4 Ayes motion was carried.
The attorney was then instructed to prepare forma -1
guarentee papers.
The water project (1961 -1) proposal was brought up and
Mr. Malvin reported that a case of spinal meningitis in the
proposed area was blamed on the water, or the sewage, or both.
The matter was then tabled pending investigation of the matter.
The attorney read a memo re the setting up of a Police
Civil Service Commission and this Commission's powers and c;uties.

Motion by Blanchard to purchase insurance for the Civil
Defense Dept. as requested. (Copy of insurance on file). Seconded
by Malvin. 5 Ayes.
Mr. Christensen reported that he and the Engineer had taken
a tour of the roads on water project 1960 -2 and made
recommendation to the contractor regarding same.
Mr. Knutson reported that the painting of the water tank
has been completed and after flushing and chlorinating the tank
would be back in service by Wed. morning.
The Mayor stated that the council world meet Thursday June
29th at 6:00 P.M. at the Village Office and tour the Village in
re to street repairs and the proposed street plan.
Mr. Hodges stated that the recreation Dept. had received
bids and awarded a contract to the low bidder (Gilbertson &
Surface) to put water fountains in at four village parks,
Mr. Malvin reported that from the registration received
so far in the swimming program this would be the biggest year
for Lakeside Park. The assistance of the local stores and
churches in passing out information about the program was
credited for a large part of the registration. As of June 23rd,
1961 there were 428 children and 15 adults registered at the
beach for the swimming and lifesaving classes.
