Present were: Acting Mayor: Clerk: Adm, Clk: Trustees: Donald Hodges Lloyd J. Blanchard Paul Boog Melford Christensen Motion by Blanchard to recess the meeting and to reconvene at the Red Oak School, Sherwood Rd. and Red Oak Dr., because of lack of space. Seconded by Christensen. 3 Ayes. At. Red Oak School the Village Attorney, Fiscal Agent, and Engineer assissted various citizens in determining the amount of their assessment... The meeting was again called to order at 8:25 P.M. by acting Mayor Hodges. Present were: Acting Mayor: Donald Hodges Clerk: Lloyd J. Blanchard Trustees: Melf ord Christensen Perry Malvin Engineer: Les Knutson Attorney: Richard Meyers Fiscal Agent: Mann The Mayor explained that this hearing was for the purpose of deter- mining and setting the individual assessment for the homes on the 1960 -3 project. He then turned the floor over to Mr. Knutson, Village Engineer. Mr. Knutson then explained that this project was initiated in 190 by the Village Council in answer to petitions received and a hearing was held to determine where the water lines would go. The contract was awarded to Herbst Const. after due legal advertisement and the project was completed this spring. The total cost of the job including all costs such as engineer, legal fiscal, clerical, etc. amounted to $215,164.18. The cost was then apportioned along those lots receiving benefits solely on their front foot basis. This was done by dividing the total cost by the front footage served. The front footage assessment then became $4.00 per lineal foot. In addition to this a number of connections were made. The total cost of these services resulted in a cost per service of $106.50 and that is the basis for this hearing, to apprise you of what these amounts are and how they were determined. Mr. Knutson cited as an example the difference in the cost of water between Nounds View and Blaine. Blaine water cost on a 75ft. lot is $48200 while Mounds View lot on same size is $428.50 including the service connection1 46,389.45 lineal ft., 286 services, and 278 assessable services. This concluded Mr. Knutson's explanation and the Mayor then asked if there were any questions regarding what had been stated.
