The regular meeting of the Mounds View Village Council was called
to order by Mayor Crane at 8 :05 P.M,, September 25th, 1961 at the Red
Oak School, Sherwood Rd. and Red Oak Dr, Minneapolis, Minn.
Present Were:
Mayor: Allan Crane
Clerk: Lloyd J. Blanchard
Trustees: Perry Malvin
Donald Hodges
Melford Christensen
Engineer: Gary Erickson
Attorney: Meyers
Ad.Dep.Clk: Paul Boog
Pub. Works: Walter Skiba
The Mayor called for further bids for the Woodcrest Drainage Projec4.,
There being none, he declared the bids closed and directed the clerk to
open bids received.
The clerk opened the bids and Mr. Erickson read them as follows:

Mr. Christensen stated that as the county was presently at work on
the Lambert Park project, time could be very important in the acceptance
or rejection of bids on this project.
Motion by Christensen to accept low bid of Elk River Concrete Co.
in the amount of $2,139.30 for the furnishing of conduit on the Woodcrest
Drainage Project. Seconded by Malvin. -5 Ayes.
Motion by Malvin to accept minutes of September llth, 1961 as
presented, Seconded by Hodges. 3 Ayes.
Crane and Christensen abstained as they were not present at th3_s
meeting.
The Police Commission report of their September 14th, 1961
meeting was read and place on file.
Motion by Crane to have Attorney draw up a firearms o enn
Seconded by Blanchard, 5 Ayes.
Motion by Crane to install stop sign at intersection of County
Rd. I and Spring Lake Park Road. Seconded by Christensen. 5 Ayes.
Items #3 #4 and #5 of Police report referred to Mel Christensen
for recommendation,
Motion by Crane that an add as follows "Mounds View Police
Commission will accept application for part time night or day patrolman,
