The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8 :00 P.M. August 27, 1962 at 2401 Highway #10. Present were: Mayor: Clerk: Trustees: Absent: Trustee: Also Present: Engineer: Attorney: Public Works: Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Les Knutson Richard Meyers Walter Skiba The Mayor opened the Public Hearing on the assessments for Water Projects 1961 - '41 and 1962 -1 and requested the Engineer to relate the areas to be assessed and the costs of the project. The Engineer pointed out on a map the streets that are affected by theseimprovements and how the total costs were computed. This hearing was then recessed and the hearing on project 1962.3A was opened by the Mayor. The Engineer gave estimates on this project of $4.76 per foct, plus $120.00 service connection charge. When the Mayor asked if anyone wished to make any statements regarding this project; Mr. Ambrose DeGross, 8123 Woodlawn Drive, one of the two parties affected by the improvement,stated that he would rather wait until a later date to have this w©rk done and he stated further that the other petitioner, Jack Standfield, 8126 Woodlawn Drive, felt the same way. There being no further statements the Mayor declared the hearing closed. Motion by Hodges to drop water project 1962 -3A. Seconded by Malvin. 4 Ayes. The Mayor then reopened the Assessment Hearing and requested the Attorney to give an explanation on the Assessment procedure. Mr. Meyers explained the reasons for the hearing (as required by statute) and the method of adoption of the assessments by the Council. He also explained the method of appeal and prepayments of assessments. He stated that the Council has agreed to a 15 year assessment with a 6% interest charge on the unpaid balance.
