HomeMy WebLinkAboutgr00090_000009_pg30PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., March 25, 1963 at 2401 Highway # 10. 030030 Present Were: Mayor: Clerk: Trustee: Also Present: Engineer: Attorney: Adm. Deputy Clerk Public Works: Planning Commission: Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Les Knutson Richard Meyers Paul E. Boog Walter Skiba Milt Stole Phyllis Blanchard Charles LaVaque Charlotte Forslund The Public Hearing for rezoning for Mr. Clarence Peterson was opened by Mayor Crane Mr. John Bell, Attorney for petitioner, presented drawings and plot plans for the proposed liquor establishment. In pleading for the rezoning Mr. Bell stated the following: Petitioner has support of more than 50% of adjoining property owners. Proposed use would give full utilization of land. Proposed use would be a credit to the community from an esthetic view point. Proposed building would be an off and on sale liquor establishment. The Attorney read Ordinance # 66,Section 7, Sub - division 3, governing the proximity of liquor establishments to -'� Churches & Schools. Mr. Meyers stated that it was his opinion that the intent of the Council regarding this Ordinance at the time of passage was that the wording "Church Property" meant the property that a Church sits on. Several residents raised questions as to the legal and moral questions involved. The question or discussion period continued for some time. Mr. Stole, Chairman of the Planning Commission, read the minutes of the Planning Commission Meeting regarding this matter. (on file) (Planning Commission vote 4 -3 in favor of rezoning.) Letters from local Churches were read and filed. Motion by Crane that property owned by a Church which is contiguous to property which is owned and regularly or daily used for worship or other Christian purpose shall be considered Church property as mentioned in Ordinance # 66, Section 7, Sub - division 3. Seconded by Malvin. Roll Call: Blanchard Naye; Crane, Hodges, Malvin, Sullivan, Aye. Motion Carried.
