Present were: Acting Mayor: Clerk: Trustee: Also Present: Engineer: Attorney: Adm, Clerk: Treasurer: Public Works: 0 d O 1 1 6 the Mounds View Village Council was Hodges at 8 :00 P.M, October 28, 1963 Donald C. Hodges Lloyd J. Blanchard Perry Malvin John L. Sullivan Les Knutson Richard Meyers Paul E. Boog Irene Edberg Walter Skiba Motion by Sullivan to approve minutes of October 14, 1963 as presented. Seconded by Malvin, 4 Ayes, Mr. Malvin reported n the Sanitary Sewer progress. A meeting was held in Coon Rapids with the NSSSD Board and members of Village Councils to discuss the proposed contracts for sewer service. A number of points were brought forth and discussed and it was decided to have all Village Attorneys meet with the di +rtrict's legal advisor to attempt to come to an agreement, The Sunrise Methodist Church at 2520 County Road I requested a permit for a land fill program so they could build a parking lot and playground area. Mr. Meyers presented a proposed letter of authorization for Council approval:, Motion by Malvin to approve the letter of permission for land fill program for Sunrise Methodi t Church and to authorize the Mayor and Clerk to execute the said agreement. Mr Skiba will visually inspect the area during the fill process and advise the Council as to whether or not the agreement is being followed., Seconded by Sullivan, A request for use month was received from the Motion by Malvin to approve Seconded by Sullivan, 4 Ayes. of part of the Village Hall 2 or 3 times a Internal Revenue Service, request and to waive fee, 4 Ayes. A petition to plae the liquor question on the ballot was read by the Clerk. The Attorney presented a memo regarding this and the matter was discussed. (memo on file; Becuase a petition has been filed with 10 legal voters signatures and was filed withthe Village Clerk at least 15 days before the annual Village Election, therefore it was moved by Sullivan that the question be placed on a :- eperate ballot, to be voted on at the next village e.lebnn, November 5, 1963, (Copy of ballot attached to official copy of minutes.) Seconded by Blanchard. 4 Ayes.
