experienced with water utility. He recommended that the Village
have its own equipment rather than on contract and the proposed
building for storage of equipment was shown by map.
Mr. Meyers further stated that if the proprse-1 plan is
approved by the Village Council, bids will be prepared. They
will be received from many contracting firms and the reasonable
low bid will have to be taken. However, he stated the Council
may advise on less.
Mr. James (lson of Rand g Moody next discussed financing
of this program. He stated that the problems in our area are
different from those in a developed community. Future develop-
ment should bear its proportionate cost. The plan presented is
complete and he commended the Council and the Village Attorney
on their excellent cooperation and excellent choice of a complete
plan. He stated the cost is high, but when we are through, we are
all through. The assessment program considers the degree of benefit
that applies to all property today and to apply in the future.
Sheets showing the method by which the improvements will be
paid were distributed. (2 copies are attached) A short recess
was taken after which Mr. :_)lson explained the various charges
listed and answered questions on this method of payment.
The floor was turned over to Don H-,dges who handled questions
and comments from the audience.
Dean Anklan, Ramsey County Engineer and Robert I. Clark,
Ramsey County Engineering Department were in attendance. Mr.
Anklan spoke for Ramsey Co. stating that they were neither tor"
nor "against" the proposed plan. They were waiting to see how
