Attorney Meyers reported on the NSSSD - Fridley case.
Action was deferred on proposed ordinances establishing a utilities operating
fund and rezoning a number of properties where building permits had been taken
out as per the rezoning requirements.

delinquent land in the Village of Mounds View. 3 Ayes
The meeting suspended at 8:30 P.M. to open the rezoning hearing of Lot 110
Spring Lake Park Knolls Addition. Attorney Meyers read the notice. Four persons
were represented. Attorney Peter Barna represented former owner Bernard Iblings
and also spoke on behalf of the new owner Gary Reinecke. Reinecke was buying
the home at 7373 Knollwood Drive with the understanding that it was a two family
dwelling and that the additional income would be beneficial to him. Chris
Piehowski questioned the difference on the sewer assessment. Attorney Meyers
commented that they would perhaps be charged the quarterly user charge for two
Rec's instead of one. Acting Mayor Melvin called for objections three times -
None !
Councilman Lang questioned if the building has been occupied for nine years as
a two family dwelling. Yes. There is also ample parking for four cars.
The Council took no action because approval requires four votes. Action will
be taken at the Agenda meeting. The hearing was closed at 8:35 P.M.
Engineer's Report
Engineer Boehm advised the Council that construction is nearly complete of the
N.S.S.S.D. interceptor line crossing Highway #10 and that the contractor will
soon be ready to remove the bypass and return the property to its former
condition unless the Council decides to retain the blacktop road. The three
Council members present indicated they were inclined to feel that the bypass
should be removed. Councilman Lang reported that it was the park and play-
ground committee's opinion that unless highway funds could be obtained to
maintain the park as a roadside area, the property should be restored to
its original status. It appeared that such funds would not be forthcoming.
The matter was deferred to next Monday's Agenda meeting for a decision.
Tennis courts would be discussed at the next meeting.
Councilman Lang stated that a resident on Red Oak Drive questioned when
N.S.S.S.D. would have their project completed. He should be referred to
Midland Consultants.
