Clerk - Administrator Zylla's Report
MSP (Johnson /Malvin) To approve the licenses listed on the agenda with the
stipulation that the Polar Bear Ice Cream licensee be checked to see that he
has an adequate certificate of insurance on file. The licenses listed on the
agenda are as folbws: Asphalt - Gile & Nelson Construction Company; General
Contractors - Arvid Birkeland, Sinco Construction, Inc.; Sewer and Water -
Jarson's Service Company, Kadlec Excavating, Randall Brothers; Heating -
Mill City Heating and Air Conditioning Company, Rivard Heating Company, Inc.,
Harrington & Son Heating Company, Neil and Hubbard Heating and Air Conditioning
Company; L. P. Gas Supplier - Northern Propane Gas Company.
MSP (Rustad /Blanchard) Denying a peddler's license to Home Reader Service of
the Twin Cities. The Better Business Bureau had informed the office that there
have been many complaints of oral misrepresentation and delayed delivery regarding
their magazine salesmen. The Mounds View Police have also had complaints.

MSP (Johnson /Malvin) To approve the bills: General - #3373 -3404, Bond - #478 -479,
Payroll - #947 - 966. General check #3373 which is not listed, a $4,000.00 disbursement
to Lakeside Park, was made in June. The total disbursements to be approved
$71,592.05. 4 Ayes
MSP (Rustad /Johnson) To approve Resolution #441 apportioning the assessments
on Division #40261 known as Daileys Red Oak Terrace.

MSP (Blanchard /Malvin) To approve Resolution #442 apportioning the assessments
on Lot 83 Spring Lake Park Knolls Addition. 4 Ayes
MSP (Malvin /Johnson) To approve Resolution #443 adopting the additional
assessments for Lot 83 Spring Lake Park Knolls Addition. Owners agreement
to be assessed was signed in March of 69.
Clerk Zylla announced that a law was passed in the 1969 legislative session
which enabled people who owned dwellings in excess of 20 years old to defer
therfirst $2,000.00 in assessors full and true worth of improvements, enabling
people to improve the older residential properties. Under the existing law
which will expire on July 1, 1971 33% of the value of the improvement shall
be considered at the end of two years, 337 of the value to be considered at
the end of four years and the remaining 33% to be considered after six years.
Councilman Malvin's Report
MSP (Malvin /Johnson) To hire Maxine Neumann at full time effective September 1,
1969 and to increase her present salary from $2.15 per hour to $2.40 per hour.
Councilman Johnson's Report
MSP (Johnson /Rustad) To authorize the attorney to prepare a resolution
petitioning NSSSD to cease and desist construction and to pay all monies
paid by Mounds View into the District.
Councilman Blanchard's Report
Councilman Blanchard stated that he had received a request from a Mrs. Erickson
on the corner of Spring Lake Road and Ardan requesting that Ardan Avenue between
Spring Lake Road and Groveland Road be oiled.
MSP (Blanchard /Johnson) To deny the request to have Ardan Avenue oiled. The
proper action would be to have the abutting property owners petition for a
bituminous surfacing of the present right -of -way.
