Councilman Hodges stated that in the area there was spot rezoning now but he asked if this is the right place for the development proposed. Councilman Johnson stated that he could not see the development in the area which it is in at the present time. Councilman Malvin asked about the commitment which Red Owl was supposed to have made to Mr. Gustafson. Councilman Malvin stated that it seemed any developer that appeared with plans for a shopping center had received tentative approval from Red Owl.
