Councilman Malvin stated that in the future all housing would reach a point where it would be up and not out. Councilman Hodges thought that he would like to see an overall plan of the development. He wondered if permits had been taken out on the piece to the West of this property. None as yet. Councilman Blanchard stated that he can't see any other use for this property. Councilman Neisen stated that he wants to see a plan first. MSP (Malvin /Blanchard) To approve the rezoning from R1 to R3 subject to all usual conditions plus approval of the plan with the stipulation that the same individual owns the whole piece of property. Total disbursements $233,457.52. 5 Ayes MSP (Blanchard /Hodges) To approve Resolution #473 apportioning the assessments on Division #41146 White Oak Estates Addition. 5 Ayes MSP (Rustad /Neisen) Approving the assignment of $200,000 Federal Intermediate Credit Banks pledged to the Village of Mounds View through the First State Bank of New Brighton. Councilman Hodges' Report Councilman Hodges stated they have tried to put an ice rink on Spring Lake but the ice has proved to be too soft for municipal equipment. Councilman Blanchard's Report MSP (Blanchard /Rustad) To allow all of the maintenance men to attend a training session at Waldor Pump and Equipment Company to improve their knowledge of the municipal lift station pumps. MSP (Rustad /Malvin) To approve the installation of three street lights. One at Knollwood and County Road I, one at Knollwood and Oakwood and one at Oakwood and Groveland. Responding to a question Councilman Hodges stated that Brauer and Associates would be in attendance at the next Recreation meeting set for January 21st.
