VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
January 11, 1971
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:01 P.M. on Monday, January 11, 1971, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

Councilman Blanchard
Councilman Neisen
Councilman Johnson

Attorney Meyers
Engineer Boehm
MSP (Hodges /Neisen) To approve the minutes of December 28th, 1970.
MSP (Neisen /Blanchard) To approve the minutes of January 4th, 1971.
Residents Requests and Comments from the floor
Robert Glazer thanked Mr. Meyers for so ably stating the Village position in the
Mounds View versus Red Oak Development lawsuit held in district court last week.
He suggested that the Village attempt to have more information available such
as tax advantages in future rezoning hearings. Discussion followed on possible
fee increases for rezoning requests.
Roger Baumgartner stated the large number of persons in attendance tonight brings
up the fact that many persons are informed of various laws that are passed.
(Reference made that approximately 150 persons were in attendance to protest
the snowmobile ordinance. They adjourned to the Spring Lake Park Roller Rink
at 8:00 P.M. to discuss positive proposals.) The circulation of the New Brighton
Bulletin was put at between 650 and 700 by Gene Skiba, reporter.
Mr. Wiedewitsch, 5351 Raymond Avenue, thanked the Council for the street lights
on Raymond but wanted to know what to do about the dog problem.

MSP (Blanchard /Hodges) To approve the subdivision of Lot 59 Auditors Subdivision
#89 for Robert Eigenheer into the N 257.93' and Ex thereof. 5 Ayes
Mr. Eigenheer presented the plans for Eigenheer Plaza. Clerk- Administrator Zylla
to examine and report to the Council.
Mayor Rustad's Report
Mayor Rustad read the Police report for December and for 1970.
MSP (Rustad /Blanchard) To appoint the following persons to serve for the Village: 5 Ayes
Mayor Rustad announced that the chairman of each committee will be contacted and
if any committee member is not meeting his attendance requirement, a new member
will be appointed.
Planning Commission
Milt Stole - Chairman, Robert Larson, Charlotte Forslund, George Gustafson, Phyllis
Blanchard, Alvin Hillsdale, James Burgraff and Bernard Falk.
