MSP (Blanchard /Hodges) To adopt Ordinance #184 amending Ordinance #61
establishing the Planning and Zoning Commission providing the removal of the
councilman from the Planning Commission and substituting him with another
mayors appointee.
Attorney Meyers presented a proposed ordinance amending Ordinance #58 providing
for rabies innoculation for dogs every two years, increasing the impounding
fees and the board fees. A second proposed ordinance providing for a leash
law was also presented.
MSP (Rustad /Blanchard) To set a hearing to consider a proposed dog leash
ordinance for March 29th at 7:00 P.M.
On the matter of the Mounds View escrow money held by Ramsey County in the Chies
(Silver Lake Road) dispute, Attorney Meyers reported that he, Mr. Boehm,
Mr. Snyker of Ramsey County and a Barton Construction Company representative
are meeting to discuss the matter this week. He stated that he would
institute a lawsuit if the matter was not resolved by early March.
Engineer Boehm's Report
Engineer Boehm reported on some correspondence received from the Minnesota
Asphalt Pavement Association requesting Council or individual action to
prevent the legislature from diverting highway funds to other areas such as
mass transit. Also requesting repeal of the imposition of sales tax charged
on road building materials by municipalities other than the State.
Engineer Boehm stated that he has discussed again with the State Highway
Department the Councils desire to see carrier pipes constructed under new
STH 10 so the property to the north can be serviced with water and sewer at
a later date. The State's representatives will be out to discuss the matter
with the Council later.
