April 12, 1971
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, April 12, 1971 at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.
Present:

Councilman Hodges

Councilman Neisen
Councilman Johnson

MSP (Blanchard /Hodges) To approve the minutes of March 22, 1971. 5 Ayes
MSP (Hodges /Neisen) To approve the minutes of March 29, 1971. 4 Ayes
Rustad Abstained
Residents Requests and Comments from the floor
Mrs. Harold Hjelle of the Provisional League of Women Voters presented a 32 page
booklet to Mayor Rustad which describes the history and operation of the Village,
together with facts on the School District, voter information, etc.
Keith Harstad requested tentative approval of a drainage plan to excavate fill
from the mid -block between Red Oak and Sunnyside from County Road H2 to Woodcrest.
Excavation would allow the construction of walkout basement homes.
MSP (Neisen /Blanchard) To grant a special permit to Keith Harstad to excavate
the described area subject to receipt of a letter from the Metro Sewer Board that
the existing manholes can be lowered and subject to the approval of our Village
engineer.
Approval of the final plat for Red Oak Estates was denied because there was no
hard copy. Denial was also given to move tenants into the uncompleted apartment
building at 7780 Silver Lake Road until the building inspector has issued the
certificate of completion.

MSP (Rustad /Blanchard) To install a street light on Irondale Road midway between
County Road H2 and Clearview. 5 Ayes
Mayor Rustad called the easement vacation hearing to order at 8:22 P.M. Clerk
Administrator read the legal notice and attested to its publication April 1st
and 8th, 1971, in the New Brighton Bulletin, Legal description - Except the
W 5 feet, the S 10 feet of N 15 feet of Lot 1, Block 1, Eigenheer Fourth
Addition, property known as 8208 Fairchild Avenue.
No one for or against.
Mayor Rustad closed the hearing at 8:25 P.M.
MSP (Neisen /Johnson) To adopt Resolution #517 vacating the easement as per
the legal notice.
