Councilman Neisen's Report
Councilman Neisen reported that the problems with the water system (odor and
color) seem to have been remedied.
Councilman Johnson's Report
Councilman Johnson read the Planning Commission minutes of July 20th,
Clerk- Administrator Zylla informed the Council that it appeared the Planning
Commission mistakenly informed Mr. W. Johnson, 2287 County Road H2, that no
variance was needed for his request for a garage. The Council referred the
application back to the Planning Commission.
Attorney Schumacher's Report
Attorney Schumacher reported that the County Board had considered the agreement
releasing the Chies Construction Company money at their meeting today. Mayor
Rustad said that the agreement was in fact approved. Councilman Johnson
wanted the County tied to an exact date of refund. Mr. Schumacher is to contact
Mr. Quayle of the Ramsey County Attorney's Office.
MSP (Rustad /Hodges) To adopt Resolution #530 approving the 5th Rider to the
agreement between the St. Paul Water Commissioners and the Village of Mounds View
for an improvement crossing on County Road I for Daileys Hillview Addition. 4 Ayes
Engineer Boehm's Report
MSP (Rustad /Johnson) To accept the bids for Street Improvement Project 1971 -3
(sealcoating) and to award the bid to the lowest responsible bidder, Allied
Blacktop for $26,775.00.

Engineer Boehm stated the estimated cost per square yard was less than $.14.
Mayor Rustad expressed his sympathy over the injury caused to an 11 year old
Mounds View boy who was struck by an auto crossing TH 10 on a bicycle. He
hoped some organization could sponsor some bicycle safety clinic as a means
of prevention to further injuries.
