from R -1 to B -3 and to consider a special use permit to consturct town houses
on the property described as follows: Unplatted lands except Red Oak Estates
the following: The north 3/4 of the northeast 1/4 of the southeast 1/4 and
the north 3/4 of the east 1/4 of the northwest 1/4 of the southeast 1/4 in
Section 7. The east 410 feet from R -1 to B -3 and except the east 410 feet
and except the west 790 feet special use permit for town houses. Hearing
to be at 8 :30 P.M. on January 24th, 1972.
Council discussed submittidg a preliminary form #101 application for storm
sewer assistance. Since the Village is not prepared to enter into a storm
sewer improvement even though Federal assistance may be granted, the Council
decided tabling the application.
MSP (Neisen /Blanchard) To table the application Form #101 for storm sewer
assistance.
Inspector Skiba reported that Consolidated Electric will be out to change all
relays free of charge and in addition he had located the leak in the heating
system in the maintenance building. He presented plans for the addition to
the Malvin Protective Agency property at 2295 County Road H.
MSP (Rustad /Hodges) To grant the issuance of a building permit on behalf of
Perry Malvin to construct an addition 40' by 100° subject to meeting all
construction and zoning requirements.
Attorney Meyers' Report
MSP (Rustad /Johnson) To authorize Attorney Meyers to file a copy of the Mounds
View subdivision regulations with the Register of Deeds. This action was
requested by the County Auditor in order to assist in the auditors new policy
on prior Council approval in all subdivisions.
MSP (Blanchard /Johnson) To adopt Ordinance #1E9 amending Section 3.4 of
Ordinance #67 relating to accessory buildings in residential districts.
MSP (Rustad /Hodges) To adopt Ordinance #190 relating to the regulation of the
use of highways within the Village of Mounds View, incorporating by reference
provisions of the State Highway Act, and repealing Ordinance #144.
Attorney Meyers acknowledged that Clerk- Administrator Zylla had presented him
tith a statement from Lloyd Moen requesting $9,431.19 for work performed at
8310 Eastwood Road.

MSP (Rustad /Blanchard) To approve the subdivision request for Donald Babinski
to divide except the north 390 feet that part west of Jackson Drive of east 1/4
of northeast 1/4 of northwest 1/4 of Section 8 into parcels representing the
north 699.9 feet and the south 232.3 feet subject to granting the west 30 feet
for highway purposes. 4 Ayes

MSP (Blanchard /Hodges) To grant the variance to Bryant Franklin Corporation
to construct a 90 unit building on a parcel 267' by 700' subject to Attorney
Meyers filing the necessary documents to implement the conditions agreed upon
by Donald Babinski and Bryant Franklin and subject to Attorney Meyers filing
the easement for proposed St. Stephens Street. The conditions are the covenants
prohibiting any additional residential units on the property referred to as the
South 232.3 feet above.
