MSP (Pickar- Johnson) To accept the petition requesting the improvement, and to order the engineer to prepare a preliminary report and cost estimate. (Project 1973 -5). 5 Ayes Clerk Zylla announced that the bond and formal application were received for the July 8th Polka Festival at the Bel -Rae Ballroom. Clerk Zylla announced that he attended the Ramsey County Open Space Commission Meeting on June 4th, requesting the inclusion of certain parcels in Mounds View in the ripen space plan. The proposal was referred to their planning staff. He felt that chances were slim that the areas would be acquired, due to the limited funding that the County must contend with. Clerk Zylla stated that he has received notification from the State Highway Department right -of -way section that certain excess taking parcels for new TH10 would be appraised and released for sale to Mounds View. He suggested the Council consider their possible acquisition: for ponding areas. Robert Glazer asked that the Council take final action on a possible golf course in the industrially zoned area north of new Highway #10. Mr. Glazer stated that there never was formal action by the Council to consider continuing pursuit of the idea or voting against it. Clerk Zylla stated that the State Legislature appropriated $2,700 for a 12 W. matching basis if the Village would enter into a contract with the State Department of Manpower Services to employ summer youth. The rate of pay is $1.60 per hour for 30 hours per week with a ten week maximum. Further information is coming at a meeting scheduled for June 12th. The Council authorized the Clerk to enter into a contract with the State. Councilman Baumgartner's Report Councilman Baumgartner stated that letters were written to Dr. Witter, Superin- tendent of School District #621, requesting the use of the northwest corner of the Edgewood School property for a Mounds View skating rink, and to Lewis Downing asking him to negotiate with the Village for the property north of Woodcrest Park. Councilman Baumgartner said that there was a Recreation Commission Meeting with several property owners who live on the east side of Groveland Road south of County Road I to discuss the possibility of the Village acquiring for a park the lots which front on Silver Lake Road. There was overwhelming opposition to the Recreation Commission's proposal. Councilman Baumgartner said that the Recreation Commission will have a special meeting on June 14th.
