Attorney Meyers' Report
Attorney Meyers declared that appraisals ordered on the Downing and Minar properties
are in process.
Council instructed the Clerk to forward a copy of the joint powers agreement for a
proposed free skating rink on Edgewood School property to School District #621 for
their review and comments.
Attorney Meyers stated that he has researched the statutes and has found that the
Village may not legally enforce a mandatory registration of snowmobiles. The State
has preempted the field. The Village can only regulate snowmobiles.
MSP (Neisen - Pickar) To instruct Attorney Meyers to amend the Code changing the
permitted hours to snowmobile on Friday and Saturday evenings from 11:00 P.M. to
12:00 P.M.
Attorney Meyers added that the Willmus easement has been received, but the Gulf
Oil file is still open.
Council instructed Attorney Meyers to further research the dedication of land or
cash for parks in subdivisions and developments.
Engineer Comstock's Report
MSP (Neisen- Johnson) To receive the preliminary report and cost estimate for the
proposed drainage line in Block 6, Laport Meadows and Birkeland Addition and to
order an improvement hearing October 9, 1973 at 8:40 P.M.
The drainage problem on Groberg Street and Jackson Drive was discussed, but the
Council decided to hold it over until Engineer Bearden could be present.
