Council authorized the administrator to send a letter to the various civic
groups and Mounds View Commissions inviting them to participate in the formulation
of goals and policies in the comprehensive plan being prepared by Midwest Planning.
MSP (Neisen- Hodges) To authorize the attendance of the civil defense director at
a conference on natural disasters scheduled for March 21, 1974 and to authorize
the payment of the $10.00 registration fee.
MSP (Neisen- Johnson) Receiving the letter from Mr. Edes of Programmed Land
relative to the extension of a future water main north from the existing main
in Programmed Land 1st Addition to Pinecrest Addition, and providing that they
accept the appropriate assessment when it is constructed.
Mayor Neisen announced that the Mounds View Clean -up Day is tentatively scheduled
for April 27th.
Councilman Hodges' Report
Councilman Hodges notified the Council that a civil defense warning plan which
is a part of the Mounds View emergency plan has been completed and signed by the
director.
Councilman Hodges declared that there has been a report of siren failure at
County Road I south of Spring Lake.
Councilman Johnson's Report
Councilman Johnson inquired as to the supply and cost of gasoline for the City.
He was told that the present supplier anticipates no problem with continued
supply and that the cost for gasoline was approximately 31 cents per gallon.

Councilman Baumgartner's Report
Councilman Baumgartner read the Planning Commission minutes of February 27th.
MSP (Neisen- Hodges) To accept the Recreation Commission's recommendation and
to request a cash dedication in the Mounds View Industrial Park prior to the
approval of the subdivision request of Smith Transfer Corporation, and to refer
the matter to the attorney that he may obtain the necessary property appraisal. 5 Ayes
MSP (Neisen - Baumgartner) To set a hearing for Blanche Abbott to consider a
rezoning of except the east 166 feet of Lot 9 Auditor's Subdivision #89 from
B3 Commercial to R1 Single Family for March 25th, at 8:40 P.M. 5 Ayes
MSP (Pickar- Hodges) To grant the subdivision request of Reuben Achterkirch to
subdivide Lots 13 and 15 Knollwood Park Addition into the south 150 feet and
except the south 150 feet thereof, subject to the condition that the north 250 feet
of each parcel be attached to the property presently zoned R -3, multiple, and
recognizing the fact and sense of the Planning Commission that the property is
zoned R -1 and that the zoning be maintained as such. 5 Ayes
