of Houle's bid if this was to be done and that his only concern was to the
review that the bond approving attorney would make when the bonds for the project
are sold. He preferred that the Council award the bid to Houle and have Houle
assign the contract to Kraus - Anderson. When the representative from McDonald's
agreed to the assignment, the Council acted on the bids.
MSP (Hodges- Johnson) To receive the bids and to award the contract to the low
responsible bidder, C. W. Houle Landscaping Company in the amount of $26,475.80. 5 Ayes

MSP (Neisen - Pickar) To agree to the assignment of the contract from C. W. Houle
Landscaping Co. to Kraus - Anderson of St. Paul. 5 Ayes
Administrator Zylia reported on the results of the fire flow test that was taken
relative to the Harstad townhouse proposal along County Road H2 and Greenwood Drive.
The fire chief previously reported that 1,500 gallons of water per minute was
necessary before construction should be allowed. Two hydrants were tested, one
produced 2,801 gallons and the other 3,886 gallons.
MSP (Pickar- Hodges) To grant the issuance of the building permit to Keith Harstad
to construct '66 additional townhouse units as per his previously approved site
plan, the conditions set out for the special use permit agreement, and subject to
the approval of the City building inspector and fire chief. 5 Ayes
Dave Hawkinson of the Businessmen's Association requested clarification of Ordinance
207. The attorney explained that the ordinance only related to non - intoxicating
liquor and had no effect whatsoever on the issuance of any on sale or off sale
intoxicating liquor license.
