From General $9,620.35, from Water - $1,071.50, from Sewer - $1,299.13. Check #8661 transferring $10,000.00 to the Revolving Fund from the General Fund for road maintenance, and check #8662 transferring $42,846.00 to Improvement Bond from Sewer Utility for debt levy reduc- tion per 1974 Budget. Total disbursements: $51,140.90. 5 Ayes MSP (Neisen- Johnson) To recess the regular meeting at 8:30 P.M. 5 Ayes Mayor Neisen called the hearing to consider the rezoning of Lots 8 and 9 Spring Lake Park Knolls Addition from B3 Commercial to Rl Single Family Residential to order at 8:30 P.M. Administrator Zylla read the legal notice and attested to its publication in the New Brighton Bulletin on May 23rd and 30th. He stated that notices were sent out to 25 persons on May 8, 1974. Administrator Zylla read exerpts from the Planning Commission minutes of November 1973, December 1973, and February 1974 which deal with the property in question. He noted that the west 1/2 of Lot 9 was owned by the City of Mounds View and had constructed on it a municipal well and filtration plant. The administrator read a memorandum prepared by Midwest Planning and Research dated January 30, 1974 which stated that the property was spot zoned, that the area would tend to become increasingly residential verses commercial, that the zoning is in conflict with the development objectives as outlined in the Comprehensive Plan of 1959;which called for commercial clustering along Highway #10 and discouraging of strip commercial, and that increased traffic volumn on Silver Lake Road and Groveland Road would pose potential safety hazards. Mayor Neisen called for comments in favor or against the rezoning.
