property stated that the change in zoning to R1 from Commercial would depress the
market value of his clients property.
Mr. Richard Gillman, 7565 Groveland Road stated that Mr. Thorsen purchased the land
as R1 and would not be losing any money.
Mr. Arnold Marquette, 7584 Groveland Road stated he would not want commercial devel-
opment there because the streets were too narrow.
There were no further comments from the floor.
MSP (Baumgartner- Johnson) To authorize the change in zoning from B3 to R1 for Lots
8 and 9 Spring Lake Park Knolls Addition because the subject property is spot zoned,
commercial zoning would cause traffic problems thereby endangering the safety of the
residents and the welfare of the neighbors in the immediate area, and taking into
consideration the recommendation of Midwest Planning and the City Planning Commission.

Prior to the vote Mayor Neisen cautioned the Council that they must only consider
the health, safety, and welfare of the residents in considering this matter.
Attorney Mertensotto asked if this was the final action on this matter. Attorney
Meyers declared that an ordinance amendment will be prepared for the next meeting.
MSP (Neisen- Hodges) To adjourn the special hearing at 8:49 P.M. 5 Ayes
Mayor Neisen called the Regular Meeting back to order.
