HomeMy WebLinkAboutgr00090_000037_pg114-4- June 23, 1975 Mrs. Barbara Haake, Planning Commission Chairperson, said that Michna indicated to the Planning Commission that only one person would be willing to consider a road going through, everyone else wanted to keep their large lots. Councilman Baumgartner objected to a 30 foot easement on the south of the property because it would make a substandard corner lot. Mr. Michna retorted that variances have been granted in the past on this same lot size. Councilman Shelquist explained in other similar instances the Planning Commission has denied potential lot splits where future roadways would be closed. And further that this is not cause for variance because there is no undo hardship because of circumstances unique to the individual property. Mayor Johnson said because the lots are already platted at 75' frontage, city code would not prohibit building on them. Motion (Johnson) to grant the lot split subject to two corner lots being 90 feet, interior lot 78 feet,a ten foot drainage easement on west lot line, 30 foot easement on south lot line for potential street. Motion died for lack of second. Motion (Baumgartner) to approve lot split as presented with ten foot easement on west lot line, lot sizes to be as indicated on surveyor's certificate. Motion died for lack of second. MSP ( Shelquist- Johnson) to deny lot split on basis that to grant it as requested would close off posibility of a future road and development of back remaining lots and to grant it in any other way would require numerous variances not only in lot size but in setbacks because it would create only a 68 foot build- able space. 2 Ayes Baumgartner Naye Mayor Johnson called the regular meeting back to order at 9:37 p.m. Mr. Dave Kasell, representing Perkins Cake and Steak proposed site on Highway 10 north of the Mermaid Supper Club. Mr. Kasell said there are two entries and exits on Highway 10, the dining room faces the highway with a 100 car parking lot, family style dining, and a sit down restaurant open 24 hours. They do not propose changing the existing lay of the land. Mr. John McLennan, Rice Creek Watershed Engineer, explained the type of drainage required by their organization. Water runoff will be forced through two boards so placed to form what is called a baffled weir designed to slow down the flow of water and catch cigarette butts and other debris and drift of automobiles- -only water would pass through. Mr. Warren Johnson voiced concern about getting any more water in the area. He could not see another development started without first correcting the situation caused by the shopping center. Mr. Roger Johnson, 7767 Long Lake Road, said permits for additional buildings or houses should not be granted until the water problem is taken care of.
