Mr. Dimke, Mr. Goyer, Mr. Hamilton, Mr. McLennan, and Mr. Cardinal, members
of the board of managers from Rice Creek Watershed were introduced to the
audience.
Mayor Johnson reiterated the problems the City is experiencing with water and
asked if these gentlemen could shed some light into the problems: 1. abnormal
heavy rainfall and heavy snow melt, 2. shopping center with two holding ponds
not working, 3. ditch partially filled in which needs cleaning.
Mr. Lyle Nelson, 2357 Sherwood Road, asked that Item 4 be added to the list
as another problem: 4. fill being deposited in the park.
Mr. McLennan drew a sketch of the shopping center location and indicated
the holding ponds and what was intended for drainage in the design as such.
He said the plan was brought before them by Robert Gottsacker, designer for
Paster Enterprises. The Rice Creek Watershed board of managers reviewed the
plans. The design was not done by Rice Creek Watershed, it was approved going
through the permit process of Rice Creek Watershed. The land was high and
sandy. Water percolated through the ground rapidly. On the storm event on
April 28, baffles on the roof were set wrong. That was corrected. The pond
to the south has been functioning normally.
Warren Johnson said water ponded on the north side of the center and did not
even flow into the pond.
Mayor Johnson stated the pond should be emptied in six to eight days after
a rain and was not at present functioning as designed.
Mayor Johnson stated that when both of the ponds were dug they were supposed
to be above the water table but when they were dug they were below the water
table.
Mr. McLennan said storage capacity in the ponds has not been available.
Water was pumped last Wednesday, and result were positive. Mr. Paster
proposed pond be emptied at a slow rate to drain ponds to desired level
in a matter of a few days regardless of the water table. On Saturday the
level of the ponds was not overflowing.
Mr. Johnson said where the driveway left the shopping center catch basin the
top of the catch basin was ten inches above the water in the ponds. On Friday
night at 10:30 p.m., the water was rushing over the top of it and also on
Saturday.
Mr. McLennan said the catch basin cover is to be replaced because the present
opening is not large enough.
Mr. Johnson said the first flood took tons of sand into the catch basin and
it is probably plugged because it sure is not taking the flow of water.
Mr. Casey said he can produce pictures of water running over the catch basin.
Mr. McLennan said Mr. Paster proposes running an underground culvert from the
north pond to the south through the culvert under Long Lake Road.
Councilman Baumgartner asked if this would be a permanent installation.
Mr. Rolfer asked about draining the ditch.
