A regular meeting of Mounds View City Council was called to order by Mayor
Johnson on July 28, 1975, at 8:00 p.m., at Mounds View City Hall, 2401
Highway 10, Mounds View, Mn. 55112
Present: Mayor Johnson
Councilman Hodges
Councilman Baumgartner
Councilman Pickar
Councilman Shelquist
Also Present: Clerk- Administrator Achen

Engineer Bearden
MSP (Baumgartner - Shelquist) to approve the minutes of July 16, 1975, deleting
the words "to do the" after (Orfie $ Sons) on Page 1, 3rd line from the
bottom of the page. 4 Ayes
Pickar Abstained
Mrs. Judy Rowley said the context of her statement in the June 23, 1975,
minutes had an improper connotation and she requested clarification be
made formally correcting the statement.
MSP (Pickar- Baumgartner) to reopen the minutes of June 23, 1975, in order
to make proper corrections as follows. Judy Rowley, member of Lakeside
Park Commission said the agreement is that Mounds View does the summer
work and Spring Lake Park does the winter work. Something should be done
about who does what to distribute the load. And a lot of people from Spring
Lake Park and Blaine use the park and she personally has not seen very
many Mounds View residents using the facility. She said Spring Lake Park
Police will be called in an emergency because they are closer. Mrs. Rowley
feels there is a lot of leaning toward Spring Lake Park because the chair-
man and four members are from Spring Lake Park. 5 Ayes
MSP (Baumgartner - Pickar) to strike the last paragraph on Page 12 and
correct the 1st paragraph on Page 13 as it is stated in the previous
motion. The last sentence on Page 2 should be referenced as a statement
made by Councilman Shelquist instead of Councilman Pickar.
Residents Requests and Comments from the Floor
Mr. Glazer, member of Mounds View Planning Commission, inquired about
the status of the berm that the Planning Commission had suggested
Mounds View Square developer install as a buffer. He noted that the
area was being sodded and it appears that the developer doesn't intend
to put in the berm.
Mayor Johnson asked if landscaping was included in the approval of the
Shopping Center.
Councilman Shelquist said the Planning Commission had recommended a 4 to
6 foot high screening or schrub or hedge of undulating bermsand Mr. Paster
was asked specifically to install berms by Bridgeman's Restaurant on Long
Lake Road to improve the appearance.
