Mayor Johnson reported that the drainage system in the City is designed
to hold surface water in the back yard where it can either percolate
into the ground or into swales and conduits and drainage ditches.
Mr. McCarthy said after snow melt or storms, 75% of his back yard is
covered with water. It is like a lake.
Mayor Johnson stated that the City does have a problem with inadequate
drainage and therefore a study will be conducted by an engineering firm
to find a solution.
Mayor Johnson called the public hearing on rezoning property for K $ L
Diesel development to order at 8:50 p.m.
MSP (Baumgartner- Hodges) to defer the public hearing for K E L
Diesel because there were no representatives present and to resche-
dule the hearing when someone from K & L Diesel development could
attend. 5 Ayes
MSP (Shelquist- Hodges) to adjourn the public hearing at 8:57 p.m.

Mayor Johnson called the regular meeting back to order.
Attorney Meyers suggested a letter be sent to K $ L informing
them of Council's action and also that an additional fee may be
required if they desired another hearing.
MSP (Johnson - Pickar) to direct the administrator to contact K & L
Diesel and to ll them of the deferred action. If they want to pursue
the development and want another hearing, it will be set for August llth,
and legal notice will be given for that time. If they are not inter-
ested the request for rezoning will be cancelled at that time.

Mayor Johnson announced a request for special use permit to conduct a
used car flea mart on Sundays on Launching Pad parking lot.
Councilman Hodges explained the used car flea market would be used
for people who advertise cars for sale. They can bring cars all into
one lot for a fee. The Lion's Club intends to raise money this way.
Cars can only be brought to the lot at a certain time and must be
removed from the lot at a certain time on Sundays only.
MSP (Johnson - Pickar) to approve the special use permit application
for the Mounds View Lion's to conduct a used car flea market at the
Launching Pad parking lot to be held on Sundays for a period of
30 days. Such cars be allowed to occupy the Launching Pad parking
lot from 8 a.m. to 9 p.m., but that they must be removed by 9 p.m.
MSP (Johnson- Baumgartner) to waive required fee for the Mounds View
Lion's Club on the used car flea market license.
