-8- <br />July 28, 1975 <br />Councilman Shelquist announced the public hearing on the Comprehensive <br />Plan would be held August 13, 1975 at 8:00 p.m. <br />Councilman Pickar's Report <br />Councilman Pickar reported that the next Lakeside Park meeting would <br />be Thursday, July 31, 1975. <br />Administrator Achen's Report <br />Administrator Achen reported that he had received a letter from <br />Walijarvi architects in response to a letter they had received <br />from B -E Enterprises. B -E requested the architect to submit <br />a proposed change order to the city for payment with interest <br />or there would be no work after July 31. Administrator Achen <br />said the bill was received just before the last Council meeting <br />and it was too late to be included in the Bills for Approval for <br />the same evening. It has been submitted late by the architect <br />in the past. <br />Administrator Achen said he wrote a letter to B -E telling them <br />to go ahead with remedial work. And, a letter to Walijarvi asking <br />for examination of the exterior tile to evaluate whether we <br />should proceed with a solution to the water and erosion in the <br />basement of the new city hall addition. <br />Administrator Achen read a letter from Engineer Bearden regarding <br />the Twin City Testing Report which stated that the procedures <br />proposed by Twin City Testing do not assure that under all conditions <br />the basement space will not be subject to wetness. <br />Engineer Bearden said to prevent wetness in the basement and to <br />protect the integrity of the building structural system, it will . <br />be necessary to provide a dewatering system that will mai.nta.in . <br />a low enough water table at the building to prevent wetness and <br />will not remove soil from below the building foundations and <br />basement floor slab. <br />Administrator Achen said a remedy must be made on the situation. <br />Mayor Johnson directed city staff to prepare a chronological listing <br />of dates for events surrounding this situation. <br />Administrator Achen said he received a request from the Mounds <br />View Jaycee's for a solicitor's permit to solicit painting of <br />mailboxes red, white and blue in keeping with the Bicentennial <br />celebration. They want to take orders door to door and phone <br />orders. <br />MSP (Johnson - Shelquist) to approve a solicitor's license and waive <br />the fee. 5 Ayes <br />
