-9- <br />July 28, 1975 <br />Administrator Achen reported the city is responsible for $16,900. <br />in assessments on the Silver Lake Park site and approval by Council for <br />reapportionment of the assessments is necessary. The County will then <br />send a letter telling the city that these taxes have been vacated and <br />it will have to be checked to see why the assessment is so large. <br />Bond consultants feel we may have to come up with the money from <br />somewhere. Transfers may have to be made from some fund into Bond <br />Redemption Fund or we cannot reduce our debt levy as much annually. <br />He recommended Council pass a resolution approving reapportionment <br />of assessments as prepared by Comstock $ Davis. <br />MSP (Johnson- Baumgartner) to approve Resolution 683 reapportioning <br />assessments on the Silver Lake Park site. <br />Administrator Achen reported he received a letter from the County <br />on the Hemsworth and Fulwider property taxes which are due. This <br />money could be taken from 1973 -4 Project Fund. <br />5 Ayes <br />MSP (Pickar- Hodges) to pay taxes (1974 taxes payable in 1975) on the <br />Hemsworth and Fulwider property out of Project 1973 -4 Fund. 5 Ayes <br />Administrator Achen recommended Council set a hearing on <br />community development and housing needs with regard to the City <br />of Mounds View application for a community development program <br />block grant under Title I of the Housing and Community Development <br />Act of 1974. <br />MSP (Baumgartner - Hodges) to set a public hearing for August 11, <br />and August 25, at 9:00 p.m. on community development and housing <br />needs with regard to application for a community development program <br />block grant under Title I of the Housing and Community Development <br />Act of 1975. <br />MS (Pickar- Hodges) to accept licenses as requested . <br />Councilman Baumgartner noted that the motion should be amended <br />to say the John Washburnsolicitor and peddler license be approved <br />if it does not cause a traffic problem. If there is a problem <br />the license will be revolked. <br />Councilman Shelquist stated that other vendors should be informed <br />that if they set up without a license they will not be allowed to <br />operate. <br />MSP (Johnson - Shelquist) to amend the motion to read that the license <br />request for John L.
